''� <br />Memorandum to Jeff Agnes and Jamie Swanson <br />Subject: Supplemental Trafiic Review for Outlot 81 Concept PUD ior Har Mar Shopping Center <br />Page 7 of 9 <br />December 21. 2007 <br />Future Safety Conditions with Pro�osed Outlot 81 PUD <br />As presented in the previous section, the existing right turns out at the westerly ri�ht turn access <br />and eastbound u-turns at the County Road B/main access intersection presently operate at a high <br />level of safety. Based on our investigation, the proposed PUD for outlot 81 will not significantly <br />alter this existing high level of safety for the following reasons: <br />• As shown in Figure 1, the proposed outlot 81 PUD will not alter the number of eastbound <br />u-turns at the County Road B/main access intersection. . <br />• The proposed outlot 81 PUD also will not alter the movements, which include westbound <br />through and southbound right turn movements, that directly interact with the u-turns. <br />• The only movements that ;��ill e;.perience a slight increase in traffic volume are <br />eastbound right turns, westbound left turns, northbound left turns, and northbound right <br />turns. None of these movements directly interact with eastbound u-turns. For example, <br />when the northbound left turns have a green indication, the eastbound u-turn and left turn <br />movements have a red indication. <br />• As indicated in Figure 2, the proposed outlot 81 PUD will not alter the existing level of <br />service for any of the moveinents. <br />Based on the data presented in Table 1, it is important to note that less than half the existing u- <br />turns are made by motorists who have exited from the Har Mar site. Thus, more than half the u- <br />turns that presently occur, including those made during the time periods when u-turns are <br />prohibited, still �vould occur if the ri�ht turn out from the Har Mar site were eliminated. <br />Though our analyses have clearly demonstrated no safety problems occur due to u-turns by <br />motorists exiting fi-om the Har Mar site, Har Mar management will install a guide sign on their <br />site to help direct some of the motorists presently exiting at the right turn access and making a u- <br />turn at the main access to use the main access for exiting purposes. Figure 3 presents a <br />conceptual plan regarding the location and messa�e for such signing. <br />
