--�, � Memorandum to Jeff Agnes and Jamie Swanson Subject: Supplemental Traffic Review for Outlot 81 Concept PUD for Har Mar Shopping Center Page 6 of 9 December 21, 2007 EVALUATION AND CONCLUSIONS As presented earlier, City staff raised the following two points as reasons to suagest removal of the right-out at the existing westerly right turn access on County Road B as a condition for approval of the PUD for outlot 81: c) Safety problems presently occur due to motorists who make a right turn onto County Road B at the westerly right turn access and then make a U-turn at the main access for the Har Mar shopping center. �) The existing safety problems would worsen with the proposed PUD for outlot 81. The data and volume forecasts previously presented have been analyzed relative to the preceding concerns raised by staff. Our findings are presented next. Existin Safety Conditions Based on our review, the existing right turns out at the westerly right turn access and eastbound u-turns at the main access are operating at a high level of safety for the following reasons: • In the last five years, only one crash at the County Road B/main access intersection involved a u-turn. • No segment-related crashes were reported on County Road B between the westerly right turn access and the main access. • No crashes were reported at the westerly right turn access in the last five years that involved an exiting right turn movement (northbound right turn). • From actual field observations for a period of 16 typical busy hours, 99.2 percent of the eastbound u-turns at the County Road B/main access intersection were completed in one maneuver. s No weaving was observed between right turns exiting at the westerly right turn access that are destined to make a left turn or a u-turn at the main access and eastbound through movements on County Road B. One of the concerns raised by City staff was violation of the u-turn prohibition between 11:00 a.m. and 1:00 p.m. and between 4:00 and 6:00 p.m. on weekdays. Our field data summarized in Table 1 confirms that si�nificant violations occur. The City may consider one of two possible measures to resolve these u-turn violations: Increase enforcement during tiine periods when u-turns are prohibited. OR • Remove the u-turn restriction and allow u-turns at all times.
