-. <br />`° �,.; _ <br />November t 9, 2007 <br />Roseville City Council <br />City of Roseville <br />2660 Civic Center Drive <br />Roseville, MN �5113 <br />Re: I-iar Mar Mall <br />Dear City Council Member: <br />� <br />I am contacting you regarding Gateway Washington's I,Har Mar Mall) PUD Amendment <br />application that is on the schedule for November 2G pertaining to the rcdevelopment of <br />the Firestone Outlot. The proposal is to demolish the Firestone Building and replace it <br />with a new, modern; building reminiscent of the chanbes that are being completed on the <br />exterior of the Marshall`s space. ln addition to the new building, this project will include <br />adding an underground storm water retention system, landscaping improvements, ligllting <br />improvements, parkin� layout improvements, and improving the entrance to the Center at <br />the controlled entrance across from Target. We are close to having worked out the details <br />on a lease with an up-scale restaurant user who �vill lease 3,300 square feet of the 6,600 <br />square foot buitding. 'I'he restaurant operator wi11 be a great addition to Har Mar Mall, as <br />well as, the area. The re�naining 3,300 square feet of the new building ��rill likely be <br />leased to two other retail tenants. <br />This project was approved by the Planning Conimission but with the restriction of closing , <br />our western-most exit to eastbound County Road B. Curcently, this entrance/exit is a <br />right in and right-out. City Engineer Bloom is concerned with trafiic leaving Har Mar ' <br />(rigl�t-out) traveling east o�1 County Road B and making a U-tur�� at the controlled ' <br />intersection at the entrance to 1'arget tu go west on County Road B. Note that U= I'tu-ns <br />are allowed at this intersection 78% of the time during the week. This action is only ; <br />,.. <br />restricted fi�om 11:00 am to 1:00 pm and fi•om 4:00 pm to 6:00 pm Monday through r <br />Friday. There is no U-tuni restriction on Saturday or Sunday. We were told that ��,e had <br />to close our right-out exit to County Road B because these U-Turns were a safety issue <br />(although we are not aware of an�- accidents at this intersection arising from any illegal <br />U-turns) and that with the redevelopmeut of our Outlot Site ��e will be adding cars to the <br />inte�section. We agree ��rith City Engineer Blaom that we do anticipate, with upgraded <br />tenants at the new building. tllat there will be some additional velucles usinb tlie `n <br />controlled intersection (our traffic study projects thlt ii�crease to be 2.4% on weekdays <br />and �.2% on weekends). However, ���e stron��ly disagree with Ms. Bloom that those <br />additional turns present even a miiiimal safety issue. T�ti�o points in particular su}�poz-t our <br />perspective. First, not a single one of these additional trips will in any way conflict with ; <br />any vehicles performin� a U-turn. Second, the chance of the patrons of the new building <br />creating additional U-turns seems remote at best. Any patron packing by the ne�v <br />building �vould have to bypass the controlled exit and travei ��est to the driveway in <br />
