The pedestrian and bicycle <br />access plan should be reviewed and approved by the City Engineer prior to permits being <br />issued. <br />6.7 Condition 6.1 e. is in regards to traffic flow towards the County Road B and Snelling <br />intersection and is better understood through the discussion of the Snelling Avenue/ <br />County Road B intersection and subsequent 2008 Mn/DOT Improvements. <br />6.8 In 1999, State Farm Insurance listed the Snelling Ave/ County Road B intersection as one <br />of the 10 most dangerous intersections in Minnesota. In 2000, the City of Roseville, <br />Minnesota Department of Transportation (Mn/DOT), and Ramsey County conducted a <br />traffic conflict study to determine ways to improve the safety of this intersection. In late <br />2001, staff inet with all of the business owners impacted by this intersection in an effort <br />to prioritize the countermeasures identified in the study. This study and the property <br />owner meetings generated a list of improvements that the different agencies have been <br />working on accomplishing over the last 6 years. Some of these items can only be <br />accomplished concurrent with redevelopment. <br />6.9 The most comprehensive project identified is being proposed by Mn/DOT for <br />construction in 2008. Mn/DOT will be going out to bid for this project in January 2008, <br />with construction to begin as soon as feasible in the spring. This safety project for the <br />Snelling and County Road B intersection includes the following improvements: <br />• Addition of a northbound through lane on Snelling Avenue from a point just north of <br />Roselawn Avenue to TH 36 eastbound ramps. <br />• New signal at County Road B. The east and west legs of this signal are under <br />Ramsey County jurisdiction. Half of the cost of this signal is the responsibility of <br />Ramsey County. <br />• Right turn lanes at County Road B and Snelling, on both east and west legs of the <br />intersection. <br />. New signal at the Skillman/ Har Mar/ Snelling Avenue intersection: The east and <br />west legs of the signal at Har Mar and Snelling are under City of Roseville <br />jurisdiction. Half of the cost of this new signal will be the responsibility of the City <br />of Roseville. <br />6.10 Upon receipt of the Har Mar PUD applications, staff discussed with Mn/Dot the potential <br />to shift the Skillman/ Har Mar/ Snelling Avenue 100 feet south on the east side of <br />Snelling. This would line up the Har Mar entrance with Skillman Avenue on the west <br />side of Snelling, eliminating some vehicle conflicts as well as providing more contiguous <br />parking for the HarMar center. The demolition of the existing building on the east side of <br />the intersection presented an excellent opportunity to address these concerns.
