We are <br />working with the applicant on modifications to their traffic model to ensure that it <br />adequately represents the public system. Some of these modifications may impact our <br />traffic comments and conditions. Staff will update the commission at the meeting if there <br />aze any changes. The following are conditions that we would like added to the PUD <br />agreement: <br />• The right-in/right-out access located along County Road B, approximately 300 <br />feet east of Snelling Avenue, will be closed under future conditions as part of the <br />redevelopment of the Har Mar Mall. <br />• The site plan in the northeast corner of the development (near the existing <br />Firestone auto service center) should be modiiied to relocate the east leg of the <br />internal intersection immediately adjacent to the County Road B/Har Mar Mall <br />Access (signalized) intersection further south. This will assist in traffic flow in <br />this area. <br />• The site plan on the west side of the mall should be modified to update the <br />parking configuration in this area (i.e. 90-degree parking on the east and angled <br />parking on the west side of the drive aisle). <br />Snelling Avenue Improvements: <br />6.8 In 1999, State Farm Insurance listed the Snelling Ave/ County Road B intersection as one of <br />the 10 most dangerous intersections in Minnesota. In 2000, the City of Roseville, Minnesota <br />Department of Transportation (Mn/DOT), and Ramsey County conducted a traffic conflict <br />study to determine ways to improve the safety of this intersection. In late 2001, staff inet <br />with all of the business owners impacted by this intersection in an effort to prioritize the <br />countermeasures identified in the study. This study and the property owner meetings <br />generated a list of improvements that the different agencies have been working on <br />accomplishing over the last 6 years. Some of these items can only be accomplished <br />concurrent with redevelopment. <br />6.9 The most comprehensive project identified is being proposed by Mn/DOT for construction in <br />2008. Mn/DOT will be going out to bid for this project in January 2008, with construction to <br />begin as soon as feasible in the spring. This safety project for the Snelling and County Road <br />B intersection includes the following improvements: <br />• Addition of a northbound through lane on Snelling Avenue from a point just north of <br />Roselawn Avenue to TH 36 eastbound ramps. <br />• New signal at County Road B. The east and west legs of this signal are under <br />Ramsey County jurisdiction.
