Half of the cost of this new signal will be the responsibility of the City
of Roseville.
6.10 Upon receipt of the Har Mar PUD applications, staff discussed with Mn/Dot the potential
to shift the Skillman/ Har Mar/ Snelling Avenue 100 feet south on the east side of
Snelling. This would line up the Har Mar entrance with Skillman Avenue on the west
side of Snelling, eliminating some vehicle conflicts as well as providing more contiguous
parking for the HarMar center. The demolition of the existing building on the east side of
the intersection presented an excellent opportunity to address these concerns. Staff has
met with impacted property owners, Har Mar , and City Council regarding this proposal.
Much of the feedback that we have received regarding this proposed intersection
improvement has not been supportive. As a result of this as well as timing and financial
considerations, we are not recommending that we move forward with this intersection
relocation at this time. We will have additional discussion regarding this intersection
when the second Har Mar PUD application is brought to the Planning Commission in
December.
STAFF COMMENT — PLANNING DIVISION:
6.11 Section 1005.015 lists the permitted and conditional uses within the SC zone. A significant change
in the regular hours of operation of any existing use to twenty four (24) hours located
within three hundred feet (300') of a residential district constitutes an expansion and
intensification of the use and shall require modification of the plan and improvements to
the site in compliance with the standards specified below for twenty four (24) hour uses.
(Ord. 1234, 12-15-1999, eff. 1-1-2000)
6.13 Section 1002.02 (Twenty-Four Hour Uses) states: Any commercial use that is regularly
open for business or involves other significant, outdoor activity during any hour beriveen
ten o'clock (10:00) P.M. and seven o'clock (7:00) A.M.
