"� ^ <br />re�e i ui � <br />July 31, 2007 <br />Dear Mr. Malinen, <br />My name is Cindy Ridge. My husband, John, and I have lived at <br />immediately to the east of Har Mar Matl for 14 years. I contacted you a few months ago about <br />recurring noisy parking lot maintenance and power washing during the night time hours. You <br />forwarded my complaint to Rick Talbot in Code Enforcement who was able to contact Cub <br />management. They immediately stopped the overnight maintenance between 10:00 p.m. and <br />7:00 a.m. I was very pleased that both you and Mr. Talbot left voicemails at my home following <br />up with my complaint. The parking lot has been relatively noise-free at night since then. Thank <br />you for your time and attention. <br />In recent weeks, several of my neighbors have voiced concern over the closing of TJ Maxx and <br />Northwestern Book Stores. None of us were able to get any information from staff members at <br />those stores regarding mall management's future plans. The Mpis. Star Tribune printed an article <br />on future plans for Har Mar Mail in the Sunday, July 29th edition which answered some of our <br />questions. We are anxious to hear which tenants will move into spaces vacated by TJ Maxx, <br />Northwestern Book Store and the Har Mar Theaters. (I've copied the article for your reference). <br />As you have been in your position as City Manager for less than a year, please allow me to give <br />you a little history from 1999-2001 when Bradley Management sought to put in the Cub Foods <br />store at Har Mar. This was the first time that Har Mar Mall was being considered for a 24 hour <br />use. 8ecause Har Mar Mall is so close to many homes, residents were concerned about the <br />increased treffic, noise, tresh, shopping carts, deliveries and 24 hour use so close to a residential <br />area. Concerned neighbors packed Planning Councii and City Council meetings during that time, <br />e-mailed and wrote letters to Council members and city staff. In generel, the neighborhood did <br />not want Har Mar Mall to fail, but wanted to protect our neighborhood and home values. The idea <br />of a grocery store in the neighborhood was appealing, but the concept of a big box retailer open <br />24 hours was of great concern. Our common concern brought many Roseville residents together, <br />united in keeping our neighborhood safe. We met many friends through this experience and <br />learned that we could work with the city to protect our neighborhoods. <br />Cub's original plan was to demolish the south end of the mall, where a HomePlace Store had been <br />located and build a 75,000 square foot store. Area residents did some research and found that <br />Har Mar Mall had already exceeded the 25% maximum development cap. The only way that a <br />Cub Foods store would be able to go into Har Mar Mall was to not disturb the current Mall <br />footprint of 28.47%. Cub Foods was forced to use the current space and open a much smaller <br />Cub Foods store of 59,000 square feet. <br />The July 29th Star Tribune article mentions that the former Backyard Bar and Grill will be <br />demolished to make way for a"national full-service family restauranY'. Please be aware that <br />this building and the Firestone building are included in the Har Mar Mall development <br />footprint. Any demolition on the site would force Har Mar Mall to adhere to the 25% <br />maximum development cap. Currently the site exceeds the maximum amount of space <br />that can be developed by 3.4%. In 2000, Bradley Management, sought to use <br />"restrictive non-use easements which include Snelling Avenue and County Road B in <br />their calculations of the Har Mar Mall lot size. Please do not allow the curre_nt <br />manaqement compa� to fudge the numbers to suit their ex�ansion needs! <br />With the Cub Foods store looking imminent, nearby residents sought to make the 24 hour use <br />less invasive. The chain link fence on the buffer area on the east side of the mall was replaced by <br />a 13 foot tall wood fence which alleviates a lot (although not all!) of the parking lot noise. <br />Loading docks and trash areas were enciosed and limits were put on night-time deliveries and <br />parking lot maintenance. A holding pond was built at the southeast corner of the parking lot to <br />handle drainaae. <br />about:blank 7/31/2007 <br />
