''1 <br />"1 <br />Memorandum to Jeff AQnes and Jamie Swanson <br />Subject: Supplemental Traffic Review for Outlot 81 Concept PUD for Har Mar Shopping Center <br />Page 4 of 9 <br />December 21, 2007 <br />Based on our observations at the site for a total of 16 hours, no weaving patterns were observed <br />on County Road B because right turns out at the westerly right turn access that were destined to <br />make a left turn or a u-turn at the main access turned only when there were Qaps in both <br />eastbound through lanes. When all those motorists exited from the site, they did not weave with <br />eastbound traffic, but rather turned promptly into the inside through lane and then maneuvered <br />into the eastbound left turn lane. During the 16 hours for which we collected data, of the total <br />397 u-turns, there were only three u-turn motorists (0.8 percent) who had to stop and back up to <br />complete the maneuver. All of the remaining 394 u-turns were completed in one maneuver, <br />without the need to stop and back up in the middle of the intersection. We did not observe any <br />abrupt stopping or slowing of westbound through motorists due to any eastbound u-turn <br />maneuvers, including those three motorists who momentarily stopped while making their u-turn <br />maneuver. <br />Crash Data for Count_y Road B between Westerly Right Turn Access and Main Access <br />To determine whether there are any existing safety concerns at the County Road B intersections <br />with the westerly right turn access and the main access, and on the segment in between these two <br />intersections, we obtained crash data for the last five years � from the Minnesota Department of <br />Transportation. The principal summary points from the crash data that pertain to comments <br />raised by City staff regardinQ u-turn safety issues are presented next: <br />• There was only one reported crash that involved an eastbound u-turn at the County Road <br />B/main access intersection in the last five years. In that crash, a westbound through <br />motorist collided with a motorist making an eastbound u-turn. The factors reported far <br />that crash were driver inexperience (the u-turn motorist was 17 years old) and failure to <br />yield right-of-way. <br />• The data shows no reported crashes in the last five years at the County Road B/westerly <br />right turn access intersection that involved a right turn movement exiting the Har Mar <br />shopping center. <br />• There were no segment-related crashes that occurred in the last five years on County <br />Road B between the westerly right turn access and the main access. <br />TRAFFIC FORECASTS FOR PROPOSED PUD FOR OUTLOT 81 <br />Traffic forecasts were completed for the year after full completion (i.e. 2009) far the County <br />Road B intersections with the westerly right turn access and main access. Volumes due to the <br />proposed redevelopment of outlot 81 were added to 2009 no-build volumes (established in our <br />November 2 traffic study report) to arrive at 2009 build volumes with just outlot 81 redeveloped. <br />FiQure 1 shows weekday p.m. peak hour and Saturday mid-day peak hour volumes for the <br />County Road B intersections with the westerly right turn access and the main access. <br />' Prior to Summer 2005. full access ���as a��ailable at the location where the �ti-esterl�� right turn access presently <br />exists.
