However, it is a <br />macroscopic model that has limitations in analyzing the queuing at intersections. Using a <br />microscopic model, such as SimTraffic in addition to Synchro would provide a more detailed <br />analysis of the full impact of queuing and blocking, as well as capture the effects of vehicle <br />platoons arriving from coordinated signal systems. Generally, microscopic models such a <br />SimTraffic are more realistic, since they model vehicles individually through the various <br />traffic control systems. <br />As discussed in the previous bullet, the operations analysis may not be accurately accounting <br />for multiple contributing factors to the overall intersection operations. Review of the critical <br />movements at the intersection of Snelling Avenue/CR B indicate that the intersection is over <br />its capacity limit under existing conditions yet is being reported as an acceptable Level of <br />Service (LOS) D. While the critical lane capacity review method used for comparison <br />purposes is merely a planning level review technique, it is valid in determining a level of <br />potential operation and indicates that the analysis methodology used in the traffic study may <br />need to be confirmed with another source (i.e., SimTraffic simulation). <br />Mn/DOT has plans in place to improve Snelling Avenue through the intersections at the <br />Har Mar Mall entrance and County Road B. These geometric improvements were not <br />included in the future conditions analysis. <br />Under future build conditions, the intersection of Snelling Avenue/County Road B is shown <br />to operate at an acceptable LOS D with a delay of 53.5 seconds, which is 1.5 seconds below <br />the LOS D/E threshold. If the trip estimates for the proposed redevelopment of the mall are <br />low or there is background growth in the area that was not accounted for, this intersection <br />could easily fall into the LOS E threshold. As mentioned, there are improvements identified <br />by the City for this intersection that would provide additional capacity. The operations <br />analysis should be revised to include the proposed improvements and include a thorough <br />review of the queue interaction along Snelling Avenue as well (under all conditions). <br />Please note that there is an error in the volume reported for the northbound right-turn <br />movement at the intersection of CR B/Har Mar Mall Access (east), under year 2009 build <br />conditions. The volume reported is 156 vehicles, however the existing and year 2009 no <br />build conditions present volumes that are approximately 100 vehicles less that this value. It <br />is assumed that this value is in error. Please update in text/graphics and the analysis. <br />
