However, it <br />does not give consideration to other extenuating circumstances that exist on site. The access <br />plan proposed on the east side of the mall near the Firestone redevelopment area appears <br />sufficient based on the analysis results, which state that the queues extend back from the <br />signalized intersection and are within the storage distance allotted. However, this area could <br />become congested internal to the mall, causing motorists to use the right-in/right-out access <br />onto CR B(in the northeast corner of the site) and make U-turns along CR B to head west. <br />This U-turn maneuver will create an unsafe condition along CR B. Therefore, additional <br />consideration should be given to relocating the east leg further south of the internal <br />intersection immediately adjacent to the CR B/Har Mar Mall Access (signalized) <br />intersection. <br />The U-turn scenario discussed in the previous bullet highlights the importance of closing the <br />right-in/right-out access located along CR B, approximately 300 feet east of Snelling <br />Avenue. Although the potential exists for the south leg of the CR B/Har Mar Mall access <br />(signalized) intersection to become congested, the unsafe condition of the potential U-turns <br />along CR B necessitates this access closure. Typical County access spacing guidelines <br />throughout the Twin Cities preclude these types of access points along minor arterial/major <br />collector county roads with average daily traffic (ADT) volumes greater than 7,500 trips per <br />day (typical location is 1/8 mile — 660 feet). All documentation should clearly state that this <br />access will be closed under future redevelopment alternatives. <br />• On the west side of the mall, there is tight circulation adjacent to the previous walk-in bank <br />location (proposed for redevelopment as a sit-down restaurant) and conflicting parking <br />orientation (i.e. 90-degree parking on the east and angled parking on the west side of the <br />drive aisle). This is confusing to drivers, and may result in an unsafe condition. This <br />inconsistent parking configuration should be modified as part of the site redevelopment. <br />Conclusions and Recommendations <br />Based on our review of the proposed Har Mar Shopping Center traffic study submitted by <br />Wenck Engineering on September 12, 2007, the following comments and recommendations are <br />offered for your consideration: <br />• Although daily traffic volumes have remained steady over the past five years in the area it is <br />not reasonable to assume zero background growth for future traffic analysis during peak hour <br />conditions. It is recommended that at least a one-half percent growth rate be applied to the <br />adjacent background street traffic. <br />• The trip generation estimates used for future analysis should be modified to develop a better <br />balance between the underutilized existing mall trip generation and the potential revitalized <br />mall trip generation. All assumptions shall be confirmed by City staff or as directed by City <br />staff consultants. This overall trip generation consultation will clarify the other issues <br />discussed above as part of the trip generation estimates. <br />
