One of <br />those conditious was to eliminate die right-out nlovement at the right-in/right-out acce5s on <br />Cow�ty Road B, just easc of Snelling Avenue. This condition was suggested by Cily staff, who <br />expressed the following two concerns as the reasons for their suggestion: <br />a) <br />b) <br />Safety problems presently occur due to motorists who make a right turn onto County <br />Road B at the westerly right turn access and then make a U-turn at the main access for the <br />Hac• Mar shopping center. <br />The existin� safety problems would wa-sen with the proposed PUD for outlot 8l . <br />We have performed additional data collection and analyses to determine whether the two <br />concerns raised by City staff are actual probleins that should be resolved through closure of the <br />existing right turn out movement at the westerly access. This memorandum presents the results <br />of our supplemental investigations. <br />DATA COLLF.CTION <br />To address the concerns raised by City staff, we obtained the following data: <br />• Field observations and traffic counts at ty�ical Uusy times when eastbound U-tw-ns at the <br />County Road B/main access intersection arc allowed and when they are prohibited. <br />• Crash data for County Road B between the westerly right curn access and the main <br />access, includinQ those two intersections. <br />Details regardin� data obtained for each of the above items are described next. <br />
