.-.
Debra Bloom, P.E.
City of Roseville

October 29, 2007
Page 5
• The future traffic analysis shall be modified to include the Mn/DOT proposed improvements
along Snelling Avenue.
• Due to the closely spaced intersections on the adjacent roadway network, all traffic analysis
should include a discussion regarding queuing interaction both external and internal to the
proposed redevelopment. Queue reports should be based on a combination of Synchro
macroscopic analysis and SimTraffic microscopic analysis.
• As part of the future condition traffic analysis modifications, rectify the volume error at the
intersection of CR B/Har Mar Mall Access (east). Update all text and graphics showing this
value.
• The traffic study should clearly state that the right-in/right-out access located along CR B,
approximately 300 feet east of Snelling Avenue will be closed under future conditions as part
of the redevelopment of the Har Mar Mall.
• The site plan in the northeast corner of the development (near the existing Firestone auto
service center) should be modified to relocate the east leg of the internal intersection
immediately adjacent to the CR B/Har Mar Mall Access (signalized) intersection further
south. This may help sort out the vehicles that otherwise would compete for access to the
signalized intersection.
• The site plan on the west side of the mall should be modified to update the parking
configuration in this area (i.e. 90-degree parking on the east and angled parking on the west
side of the drive aisle).
H:IProjects162221TSIReportlHarMarReview Draft 102907.doc
