Regular Planning Commission Meeting <br />Minutes – Wednesday, January 2, 2013 <br />Page 3 <br />Recess <br />98 <br />Chair Boerigter recessed the meeting at approximately 7:21 p.m. and reconvened at approximately 7:24 <br />99 <br />p.m. <br />100 <br />Discussion and clarification items among commissioners and Mr. Carlson included clarification <br />101 <br />that Mr. Carlson would be leasing land from Mr. Linder for his business; timing of this application <br />102 <br />related to the growing season, with Mr. Carlson confirming that this application process had put <br />103 <br />them three (3) weeks late for the season, with plant scheduled to arrive the first week of April, and <br />104 <br />grown for two (2) weeks before packaging and shipping, with the Farmers Annex sales starting <br />105 <br />the last weekend in April; staff’s rational for recommending a three (3) year Interim Use to allow <br />106 <br />the applicant to find a more suitable location or pursue a rezoning application process; on-site <br />107 <br />employees of 2-5 per week, with the remaining employees doing customer service and marketing <br />108 <br />online from their residences or dorm rooms for students. <br />109 <br />Further discussion included Mr. Carlson’s interpretation of property owners attending the Open <br />110 <br />House versus those attending that were immediately adjacent to the site who were all adamantly <br />111 <br />opposed to the use; correspondence included in the packet from neighbors voicing their <br />112 <br />concerns; how those concerns relate to a previous retail use of the site by the firm Landscape <br />113 <br />Alternatives with lots of traffic, noise and use of neighboring driveways that will not apply to this <br />114 <br />quieter use as an internet market business; and parking of employee vehicles on the street <br />115 <br />versus on the parcel due to access. <br />116 <br />Public Comment <br />117 <br />In addition to written comments received and included in the staff report, both in support of and in <br />118 <br />opposition to, the proposed Interim Use, written comments in opposition from Simone Vuong and <br />119 <br />Bee Cha, 1708 Saint Albans Street N were provided as a bench handout at tonight’s meeting. <br />120 <br />Pete Zeller, 1773 Alameda Street <br />121 <br />Mr. Zeller advised that he had received the mailed Public Hearing notice, and as a Roseville <br />122 <br />resident for over twenty-two (22) years, he was supportive of this use, and opined that it was a <br />123 <br />good use of the property, preferred to a higher density development going in on Saint Albans. <br />124 <br />Kathy Marko, 1706 N Saint Albans Street <br />125 <br />Ms. Marko noted that her family had lived at their address since 1976, and she had lived there <br />126 <br />since 1998; and addressed those issues when Landscape Alternatives had been using the site, <br />127 <br />which were not good. Ms. Marko recognized that this was proposed as a different use; however, <br />128 <br />she expressed concern with parking on both sides of Saint Albans, leaving little room for other <br />129 <br />vehicles to proceed through the neighborhood. Ms. Marko questioned safety issues with backing <br />130 <br />out of private driveways with additional truck traffic on the street; and why the business couldn’t <br />131 <br />use Larpenteur Avenue for accessing the site, rather than the east entry on Saint Albans. <br />132 <br />Tom Bartell (1706 N St. Albans Street) <br />133 <br />Mr. Bartell took issue with several items in Mr. Carlson’s presentation and pictures, including junk <br />134 <br />and boats located on the parcel; and the hoop greenhouse still in place. Mr. Bartell reviewed the <br />135 <br />Linder Family property and Henry Linder’s inheritance of the property, seeking to make money on <br />136 <br />the parcel, not caring about the neighborhood or actual use. Mr. Bartell opined that the parcel had <br />137 <br />not been used for a greenhouse operation for some time before the actual dates previously given <br />138 <br />by staff; and cited other issues from lengthy garage sales; parking in front of neighboring <br />139 <br />mailboxes; and property values decreasing, based on opinions from realtors. Mr. Bartell also took <br />140 <br />issue with the lack of completion of the fence painting started two (2) years ago and remaining <br />141 <br />unfinished at this time; and supported parking and access off Larpenteur Avenue versus Saint <br />142 <br />Albans. Mr. Bartell invited commissioners to view the applicant parcel from their front window for <br />143 <br />a more realistic perspective. <br />144 <br />Ms. Marko noted that this project had started with no permits or other process, and that even <br />145 <br />though the applicant advised neighbors that they would immediately remove the hoop <br />146 <br />greenhouse structure, it remained. <br />147 <br /> <br />
