Member Strohmeier advised that he <br />303 <br />continued to waffle on this request, noting that if he lived on Saint Albans, he would not be thrilled <br />304 <br />about this at all. However, putting himself in the shoes of the property owner, Member Strohmeier <br />305 <br />noted that proposed uses could be a lot worse than this one as well. Not knowing the Linder <br />306 <br />family personally, Member Strohmeier noted that he got a sense of their reputation as great <br />307 <br />neighbors to surrounding neighborhoods from others in the community; and expressed the need <br />308 <br />to support small businesses in the community as well. Given the promises made that this property <br />309 <br />would not be turned into a retail site, Member Strohmeier opined that this had confirmed to him <br />310 <br />that this was intended as a greenhouse only and any impacts would be fairly minimal. Member <br />311 <br />Strohmeier advised that he supported a three (3) year term for monitoring purposes, and opined <br />312 <br />that this would be in the best interest of the City of Roseville. <br />313 <br />Chair Boerigter <br />advised that, in general, he was supportive of this project. Having given <br />314 <br />consideration to public comment heard tonight, as well as written comment included in packet <br />315 <br />materials, Chair Boerigter advised that at first he had been inclined to think that Mr. Linder’s lack <br />316 <br />of interest in having people parking in his personal driveway may simply have been the price he <br />317 <br />needed to pay for leasing the rear of this parcel. However, after further consideration, Chair <br />318 <br />Boerigter advised that the Saint Albans access made more sense, as well as on-street parking <br />319 <br />there versus Larpenteur Avenue, as well as having to be creative with access from that direction. <br />320 <br />Therefore, despite his initial dislike of Mr. Linder’s attitude, Chair Boerigter advised that he was <br />321 <br />amenable to the Saint Albans Street parking and access. <br />322 <br />Keeping in mind what was trying to be accomplished by the City’s Comprehensive Plan and <br />323 <br />future versus current uses, Chair Boerigter suggested a three (3) versus five (5) year term was <br />324 <br />preferable, unless the City Council ultimately determined that this was a unique property and <br />325 <br />location, and rezoned it for commercial versus residential. <br />326 <br />Regarding current language of the staff report, Chair Boerigter questioned if the conditions <br />327 <br />actually reflected the intent based on tonight’s discussions; and how the City could or would <br />328 <br />regulate traffic to the site based on the number of deliveries, and whether the request would be <br />329 <br />approved if there was a significant increase in traffic. Chair Boerigter suggested that staff be <br />330 <br />directed to come up with condition language that would serve to regulate vehicular traffic <br />331 <br />consistent with public testimony, while still allowing for some flexibility. <br />332 <br />MOTION <br />333 <br />Member Boguszewski moved, seconded by Member Boerigter to recommend to the City <br />334 <br />Council APPROVAL of an INTERIM USE as detailed; and based on the comments and <br />335 <br />findings of Sections 4-6 and recommendation of Section 8 of the staff report dated <br />336 <br />January 2, 2013; <br />amended as follows: <br />337 <br /> <br /> Condition A stands as is; <br />338 <br /> <br /> Condition B is removed, and replaced by language addressing the traffic concerns, <br />339 <br />with staff directed to come up with language for a condition to regulate vehicular <br />340 <br />traffic consistent with tonight’s public testimony allowing for some flexibility (e.g. “… <br />341 <br />delivery/pick-up traffic limited to ____ …,”) with that specific metric to be filled in by <br />342 <br />staff; <br />343 <br /> <br /> Condition C stands as is; <br />344 <br /> <br /> Condition D can stand as is, or amended as follows: <br />345 <br />“The approval shall expire, [unless renewal of the INTERIM USE is obtained,] and the <br />346 <br />commercial greenhouse operation shall cease and all related new improvements shall <br />347 <br />be removed, by 11:50 p.m. on December 31, 2015, or upon the relocation of <br />348 <br />HostasDirect off of the property, whoever comes first.” <br />349 <br /> <br /> Add Condition E with language to remove the existing hoop structure; and <br />350 <br /> <br />
