PROJECT FILE 0017 165 Request by the Planning Division for approval of ZONING TEXT AMENDMENTS to 166 the “materials” of Sections 1005, 1006, 1007, and 1008 to better specify that 167 prefabricated, exterior, “tip-up” panels or pre-cast concrete panels shall be pre- 168 colored or stained.” 169 Chair Boerigter opened the Public Hearing for Project File 0013 at about 6:55 p.m. 170 City Planner Thomas Paschke briefly reviewed the request for a text amendment to 171 clarify textured precast concrete panels, and that they be pre-colored or stained, not 172 painted, as detailed in the staff report dated March 6, 2013. 173 Chair Boerigter closed the Public Hearing at approximately 7:00 p.m., with no one 174 appearing to speak for or against. 175 MOTION 176 Member Boerigter moved, seconded by Member Gisselquist to recommend to the 177 City Council APPROVAL of the proposed TEXT AMENDMENT, as outlined in the 178 staff report dated March 6, 2013, and which will be inserted with the “materials” 179 section of the Commercial and Mixed Use Districts (Section 1005); Employment 180 Districts (Section 1006), Institutional District (Section 1007); and the Park and 181 Recreation District (Section 1009) of the Roseville Zoning Ordinance; amended as 182 follows: 183 Ayes: 5 184 Nays: 0 185 Motion carried. 186 Anticipated City Council action is scheduled for March 25, 2013. 187 6. Other Business: Discuss potential revisions to how outdoor storage is defined and 188 regulated and where outdoor storage is allowed 189 Associate Planner Bryan Lloyd initiated this discussion for potential revision to how outdoor 190 storage is defined and/or regulated and where the outdoor storage is allowed, with current 191 language allowing for conflict and a lack of distinction, as detailed in the staff report dated March 192 6, 2013. Staff sought comment from the Commission to the questions they put forward in Section 193 2 of the staff report. 194 Chari Boerigter opined that he could not imagine anyone thinking that having vehicles stored 195 outside should be prohibited when outdoor vehicles sales was allowed. If you were permitted to 196 sell them, Chair Boerigter opined that you should be able to have them stored outside, and there 197 should be no screening required for that. 198
