Regular Planning Commission Meeting <br />Minutes – Wednesday, April 3, 2013 <br />Page 3 <br />Chair Gisselquist suggested that Councilmember McGehee may be thinking that the <br />93 <br />Commission should be initiating things, or be more directly involved, in areas of code that <br />94 <br />the body thought should be changed or remedied. <br />95 <br />Chair Gisselquist opined that there should be several important discussion points for the <br />96 <br />joint meeting. <br />97 <br />Associate Planner Lloyd noted the provision by staff to commissioners of an updated <br />98 <br />Roseville Atlas for their reference, similar to those individual maps and illustrations used <br />99 <br />in staff reports and displayed for the public at hearings. Mr. Lloyd encouraged <br />100 <br />commissioners to use this map information as applicable, and to become familiar with it <br />101 <br />for a context of reports and meetings. <br />102 <br />Mr. Lloyd announced upcoming Government Training Service (GTS) training available <br />103 <br />scheduled in May and the summer of 2013. Mr. Lloyd advised that the training was <br />104 <br />effective in helping Commissioners define their role as a Planning Commissioner, as well <br />105 <br />as the basics of planning and zoning. Mr. Lloyd further advised that there may be some <br />106 <br />funding available for their participation in the training, some of which was local, some <br />107 <br />online, and some requiring limited travel. Mr. Lloyd referred commissioners to the GTS <br />108 <br />website for additional information on offerings. <br />109 <br />Chair Gisselquist noted his attendance at several of those training sessions in the past, <br />110 <br />and their value not only as a learning opportunity, but also for interacting with Planning <br />111 <br />Commissioners from other jurisdictions. <br />112 <br />Chair Gisselquist noted the upcoming Ethics Training scheduled for April 10, 2013, noting <br />113 <br />that it was a requirement to attend or view the training. <br />114 <br />6. Public Hearings <br />115 <br />Vice Chair Gisselquist reviewed the protocol for Public Hearings and subsequent process. <br />116 <br />a. PLANNING FILE 13-004 <br />117 <br />Request by Meritex Enterprises, Inc. for approval of a PRELIMINARY PLAT at 2305 <br />118 <br />Walnut Street <br />119 <br />Chair Gisselquist opened the Public Hearing for Planning File 13-004 at approximately <br />120 <br />6:49 p.m. <br />121 <br />Associate Planner Lloyd noted the date on the displayed map as 11-002, providing a <br />122 <br />history of development and incremental platting process since 2011 by Meritex. Mr. Lloyd <br />123 <br />noted that, in this first of a two-step process, Meritex, in conjunction with the prospective <br />124 <br />developer of the property, Trammell Crow Chicago Development, Inc. proposes to plat <br />125 <br />Outlot A of the Highcrest Park Third Addition Plat, lying in the southwest corner of the <br />126 <br />intersection of Walnut Street ad Terminal Road, as Highcrest Park 5th Addition. Mr. Lloyd <br />127 <br />noted that this hearing at the Planning Commission level was the first step for <br />128 <br />recommendation of the Preliminary Plat to the City Council, and then the City Council’s <br />129 <br />subsequent approval of the Preliminary Plat. <br />130 <br />Mr. Lloyd briefly expanded on the staff report detail; advising that staff recommended <br />131 <br />approval of the proposed PRELIMINARY PLAT, pursuant to code, Title 11, as <br />132 <br />conditioned in Section 7.0 of the staff report. <br />133 <br />At the request of Member Boguszewski, Mr. Lloyd clarified that this ongoing process was <br />134 <br />the natural course for the platting process since 2011; with property configurations <br />135 <br />remaining pending until the time an end user was known. <br />136 <br />Member Daire noted that as indicated on this Concept Site Plan, the developer <br />137 <br />anticipated parking along the south side of the property line on the proposed Outlot; and <br />138 <br />further noted that directly across Walnut Street was another massive trailer storage <br />139 <br />facility. Member Daire questioned if staff had made any recommendation to the developer <br />140 <br />regarding aesthetics, or to encourage a building plan that would allow adequate <br />141 <br />maneuvering for semi-trailers and accommodating their parking. <br />142 <br /> <br />
