The Harstad property has been designated as low density residential in the City's <br />Comprehensive Land Use Guide P1an since 1979. Tha planned unit development <br />applica.tian is proposing 38 townhome units and 2 singla family lots, creating a gross <br />project density of 2.4 units per acre. Staff estimates there will be betwean 90 and 100 <br />residents in this new subdivision. Far the last two years, this property has baen involved <br />with the overall planning of the property around the school district site. The original <br />concept plan for this area included 95 townhomes and 111 singla family lots. By <br />comparison, the 1995 proposal includes 79 single family lots and 60 townhame units on <br />the School District site, togethar with the 38 townhome units and 2 single family lot <br />proposed for the Harstad project, tatalling 98 townhome units and 81 single family lots. <br />This project has been reviewed with the design criteria approved for the School District <br />site in mind, Haratad Homes, in addition to developing this 1G.68 acres, is also a <br />designated townhome builder in the School District project and is proposing to use the <br />same townhome design and use the same design standards for street construction, <br />landscaping, project entry statements, building setbacks, sidewalks, and project continuity <br />eloments. Based on the similarity to the overail concept plan developed two years ago, <br />and based on the developer's plan to incorporate the design sta:ndards adopted in th.e <br />Schooi District project into the Townhomes of Lake Owasso development, staf£ <br />recommends cancept approval of a planned unit development, consisting of 38 <br />townhomas and 2 single family lots, a rezoning from R-1 Single Family to Residential <br />Planned Unit Development, a.nd a preliminary plat on land generally located west of the <br />intersection of Owasso Boulevard South and Western Avenue. <br />('2uncil ction Requested: <br />1.
