Harstad Homes is <br />oposing a residential planned unit development that would include 38 townhome units <br />d 2 single family lots. <br />cisting Conditions <br />ie site topography consists of roUing terrain with a high point of approximately 9S0 on <br />e southern boundazy of the properry, dropping to 893 in a wetland contained in the <br />pipeline easement. <br />As a part of the planning process, a wetland delineation was done by a wildlife biologist. <br />The site has two wetlands within its boundaries. To preserve these wetlands, the Harstad <br />plan shows open space around these protected areas. In addition, a storm water retention <br />pond ia proposed for this site. <br />The site is located in the boundaries of the Grass Lake Water Management organization. <br />Wetland protection, water quality, and increased ponding capacity are important design <br />�ssues for this project and are addressed in the Engineering portion of this report. Sanitary <br />sewer and water connections will be provided through the School District development <br />pro3ect and connecting into tha Western Avenue, Owasso Boulevard street connection. <br />�an��pt Plan Descrintion <br />The residential planned unit development proposed by Harstad Homes includes 38 <br />townhome units ar►d twa single family lots to be built on 16,68 acres of land creating a <br />gross project density of 2.4 units per acre. The 38 single level2-unit townhomes will be <br />priced beginning at $160,000. <br />The streets serving the townhomes Lake Owasso development a.re proposed to be public <br />streets with 60 feet of right-of-way. Building setbacks for the iownhome project are <br />based on the fallowing: <br />Front 25 feet <br />Rear 30 feet <br />Side 20 feet <br />Wetland 50 feet <br />P„�jgct Contj�ui Elements <br />Like the School District project, Harstad Homes is propasing to develop an entry <br />identification feature at the intersection of the project street with Westem Avanue, <br />Harstad has indicated that these areas will included a divided roadway, ornamental <br />pavement crosswalk, extensive landscaping, a project monument feature, and special <br />ornamental street lights. <br />The project site plan is proposing ornamental street lighting Lhroughout the development. <br />These fixtures would be the same as the School District property.
