Include "Pet Boarding" in the Use Table. <br />J <br />Pet boarding —overnight and day care — within an enclosed building could be added to the use <br />tables as a permitted or conditional use in appropriate zoning districts. Appropriate <br />conditions could be included as qualifers in the use table (e.g. sound and odor control). <br />Define "Pet and Pet Sup�lv Store" to Include Pet Boardin� <br />The use "pet and pet supply store" is not currently defined in the City's zoning code, but <br />appears as a permitted or conditional use in the use table for commercial districts. A <br />definition of this use such as the following could be added to the definition section of the <br />zoning code: <br />"PET AND PET SUPPLY STORE: A retail establishment engaged in the sale of pets <br />and pet supplies and which may also provide veterinary care, overnight boarding or <br />day care of pets, animal grooming and training. <br />The definition could further limit the percentage of the area of the store devoted to pet <br />boarding and could condition its operation by adding requirements that limit the floor area of <br />the pet boarding use and that require enclosure, sound and odor control. <br />There can be disadvantages in defining a land use in this way because it can limit the <br />flexibility of the zoning code to adapt to the reasonable variety and evolution of land uses <br />that are not anticipated at the time a definition is adopted. � <br />4. Define "Pet Boardin�" and Include it in the Use Tables <br />If the City's preference is to establish '`pet boarding" as a principle land use, it could be <br />defined include overnight boarding and day care of pets with appropriate conditions. <br />Pr�cess fc�r Zn�i!�g 'I'e�t Amendc�ent A�plicat�on <br />Our goal is to submit an application for a text amendment as soon as possible in order to <br />obtain City approval of the pet boarding use during the build out of the PetSmart store in <br />Rosedale Commons. In order to work in the most cooperative and expeditious manner, <br />however, we recognize that it is best to give City staff an opportunity to evaluate the options <br />discussed above, and others you may identify, and discuss with you staft's preferred options <br />before submitting our application. We would also like the opportunity to discuss further <br />conditions or qualifiers that staff may be considering for pet boarding uses to ensure that they <br />are consistent with PetSmart's proposed operation. <br />Also in the interest of expeditious processing, we will need to determine whether, depending <br />on the text amendment ultimately proposed, PetSmart will need to amend its conditional use <br />
