FOR LONING TEXT AMENDMENT <br />RELATING TO PET BOARDING �OVERNIGHT AND DAY CARE� <br />ATTACHMENT A: WRI"1'TEN NARRATIVE <br />INTRODUCTION <br />PetSmart, Inc. has proposed to open a store in Rosedale Commons Shopping Center, which is <br />located in the Shopping Center (SC) zoning district. PetSmart specializes in the sale of small <br />pets, pet food, supplies, accessories, veterinary care, pet grooming, training, and boarding <br />services. In June 2007, the property owner, Rosedale Commons LY, applied for a conditional <br />use permit (`CUP") to allow a pet store. However, it was determined during the course of the <br />City's review of that CUP application that the pet boarding and day care services proposed by <br />PetSmart are classified under current city zoning ordinances as an "animal kennel" use, which is <br />not allowed in the SC zoning district. Recognizing that the issues related to pet boarding would <br />require further consideration and analysis and in arder to move the project forward, the City <br />Council approved a CUP for a pet store, with the condition that boarding and pet day care be <br />excluded from the store operation. Since that time, representatives of PetSmart have been <br />discussing with City staff a variety of options for how the zoning code could be amended to <br />allow for the type of overnight and day care boarding services that are becoming increasingly <br />popular with urban pet owners and that do not create any o1� the negative environmental impacts <br />sometimes associated with what have traditionally been considered as "animal kennels." <br />PetSmart is applying for an amendment of the Roseville Zoning Code to allow for its proposed <br />pet boarding and pet day care as accessory uses to a pet store. This application discusses two <br />options available to the City to accomplish that, either in the SC district only, or in other <br />coinmercial districts as the City Council deterinines is appropriate. <br />CODE SECTIONS THAT COULD BE M011IFIED TO ALLOW <br />PET BOARDING AND DAY CARE AS E�.N ACCF.SSOIZY USE <br />This application presents two options for zoning code amendments that would allow pet <br />boarding as an accessory use to a pet store. <br />1. lnclude a Qualifier in the Use "l�able Allowing Yet Boarding as an Accessory Use in a Pet <br />and Pet Supply Store. <br />The simplest option would be to add a'`qualiiier" statement in Section 1005.015, the use <br />table for the business and shopping center districts, which specilies that pet boarding is <br />an allowed accessory use to a pet and pet slipply store. The City's zoning code already <br />identifies permitted accessory uses for soine other types of land uses in this manner. A <br />qualifier could be added in the use table that states that the principal land use of `'pet and <br />pet supply store" includes "pet boarding and day care as accessory use." The City could <br />further qualify the accessory use with conditions limiting the area allowed for that <br />accessory use (perhaps to 25-30% of the store area) and to require that the boarding area <br />
