Define "Pet and Pet Supply Store" to Include Pet Boardin� <br />The use "pet and pet supply store" is not currently defined in the City's zoning code, but <br />appears as a permitted or conditional use in the use table for commercial districts. A <br />definition of this use such as the� following could be added to the definition section of the <br />zoning code: <br />"PET AND PET SUPPLY S I�ORE: A retail establishment en�a�ed in the sale of <br />pets and pet supplies and which may also provide veterinary care, overnight <br />boarding or dav care of pets, animal rooming and trainin� <br />The definition could further limit the percentage of the area of the store devoted to pet <br />boarding to 25-30% of the store area or limit the floor area of the pet boarding use, and <br />could require enclosure, sound and odor control. <br />In order to distinguish pet boarding facilities allowed as part of a pet store from <br />"kennels," the detinition of "dog kennel" in Section 1002.02 of the zoning code could be <br />amended as follows: <br />"DOG KENNEL: Any premises where three (3) or more dogs o��er three (3) <br />months of age are kept, except where a special multiple dog license (3 or 4 dogs) <br />is issued pursuant to section 501.20 of this code. A kennel for purposes of this <br />zonin� ordinance does not include pet boarding or day care of pets provided <br />within a pet and pet sup�ly store." <br />NECESSITY FOR THE PROPOSED CHAN(GE AND EXPECTED EFFECT <br />The proposed change is necessary to allow PetSmart to include its PetsHotel pet boarding and <br />Doggie Day Camp services in its proposed new store in Roseville Commons Shopping Center. <br />PetSmart has been including these services in many new and existing stores and has opened 85 <br />PetsHotels in the United States and Canada thus far, including in a newly-opened PetsHotel in <br />the Eden Prairie store. These services meet a growing demand from pet owners whose travel <br />schedules require them to board their pets overnight and whose work schedules make it difficult <br />to give their dogs the daily activity and attention that they need. PetSmart provides the high <br />quality of care and attention for their pets that today's pet owners demand. <br />An amendment of the zoning code is also necessary and appropriate because the PetsHotel <br />boarding services provided by PetSmart do not fall within the concept of a traditional `'dog <br />kennel" and should not be regulated in the same manner. PetSmart provides these pet boarding <br />and day care services in a facility that is specially design to be compatible with its other retail <br />2 <br />
