` <br />APPLICATION OF PE7'SMART, INC. FOR AMENDMEN"f OF CONDITIONAL USE PERMIT <br />TO ALLOW PET BOARUINC AND YE`T DAY CARF, <br />ATTACHMENT A: WRITTEN NAKRATIVE <br />INTRODUCTION <br />PetSmart, Inc, is applying for an amendment of the conditional use permit (CUP) that was issued by <br />the City Council in June, 2007 to allow PetSmart to open a pet and pet supply store in Rosedale <br />Commons Shopping Center, 2480 Fairview Avenue (the "Premises"), which is located in the <br />Shopping Center (SC) zoning district. PetSmart specialires in the sale of small pets, pet food, <br />supplies, accessories, veterinary care, pet grooming, training, and boarding services. After the <br />property owner, Rosedale Commons LP, applied for the original CUP (Planning File 07-026), it was <br />determined during the course of the City's review of that application that the pet boarding and day <br />care services proposed by PetSmart were classified under current city zoning ordinances as an <br />"animal kennel" use, which is not allowed in the SC zoning district. Recognizing that the issues <br />related to pet boarding would require further consideration and analysis and in order to move the <br />project forward, the City Council approved a CUP for a pet store, with the condition that boarding <br />and pet day care be excluded irom the list of allowed uses on the Premises. PetSmart has now tiled <br />an application for an amendment of the Roseville loning Code to allow for its proposed pet boarding <br />and day care as accessory uses to a pet store. An amendment to the CUP issued in June is also <br />required to clarify that pet boarding and pet day care uses will be allowed on the Premises upon <br />approval of the requested zoning text amendment. <br />PREVIOUSLY APPROVED USES <br />PetSmart currently operates approximately 988 stores in North America with annual sales exceeding <br />$3.8 billion dollars and employs over 37,000 associates. Founded in 1987, PetSmart is the leading <br />worldwide operator of retai] stores specializing in the sale oi� small pets, pet food, supplies, <br />accessories, veterinary care, pet grooming, training, and boarding services. The vision of PetSmart is <br />to be the preferred provider for the lifetime needs of pets. In this respect, PetSmart provides the total <br />lifetime needs of pets such as adoption, nutrition, health care, shelter, and proper pet and owner <br />education. <br />In June 2007, the City Council approved an application by the property owner for a CUP to allow <br />PetSmart to operate a pet and pet supply store in a 26,060 square foot space in Rosedale Commons <br />Shopping Center. The CUP approved by the City Council allows the following use of the Premises: <br />the retail sale of: <br />(i) pets (including but not limited to fish, birds, reptiles, dogs, cats and other small animals); <br />(ii) food, accessories and other products relating to pets and animals, including equestrian <br />products; and <br />(iii) services related to pets and animals, such as grooming, animal training and obedience <br />classes, pet adoption and veterinary services. <br />
