.... —
services and to ensure that there are no negative environmental or other impacts either within or
outside of the facility. The PetsHotel and Doggie Day Camp services will result in rio adverse
impacts related to noise, odors, sanitation, health or safety that can be of concern with a
traditional dog kennel. Please refer to the information provided with the application to amend
the conditional use permit that describes the PetsHotel and Doggie Day Camp facilities and
impacts in detail.
The expected effect of an amendment to permit pet boarding and day care as an accessory use to
a pet store will allow PetSmart and other pet siores to provide those services to customers in a
`'one stop" facility along with sale of pet supplies and provision of grooming, training, and
veterinary care services. Conditions of operation that require these services to be within an
enclosed building and to utilize other noise and odor control measures will ensure that the
facilities do not cause adverse impacts and that they are compatible with other shopping center or
business uses allowed in the zoning district.
O'CEIER CONSIDF,RATIONS
In this application, we have only specifically described zoning code amendments that would
allow for pet boarding and day care as accessory uses to a pet store because that is the most
conservative approach that accommodates PetSmart's business model and proposal for Rosedale
Commons. If the Ciry wants to take a more expansive approach at this time, it could also allow
pet boarding and day care as a principal use by defining it in a manner that distinguishes it from
a"dog kennel," establishing appropriate conditions of operation, and adding it to the use tables
as either a permitted or conditional principal use. Ii the City wishes to explore the more
expansive approach of allowing pet boarding or day care as a principal use, PetSmart
nevertheless requests that the zoning code be amended in one of the ways discussed above, or in
a similar manner, to recognize pet boarding and day care as a permitted accessory use to a pet
store.
ib. us 2347950_ 02
