c:
;:
5
c
h7
`
69
;o
71
_
6.2 Impact on traffic: The applicant owns another store of a similar size in Minneapolis
which is open Monday-Saturday until 10:00 p.m. each night and serves 1,100 customers
per week. While Fridays and Saturdays are busier than the other days, the store generates
an average of about 183 vehicle trips per day, which is roughly equivalent to a video
rental store. By contrast, other uses permitted without a CUP could generate average
daily vehicle trips ranging from 252 (for a walk-in bank) up to 1,400 (for a fast food
restaurant without a drive-through). The Planning Division has thus determined that the
proposed use would have a significantly smaller impact on traffic than other permitted
uses.
72 6.3 Impact on parks, streets and other public facilities: Because the proposed off-sale
;} liquor store would increase the traffic on County Road B(on which nearly all of the
a automobile traffic would travel) by less than 2% the Planning Division has determined
7, that the proposed off-sale liquor store will not have an adverse impact on the City's
, streets ar parks, the nearest of which is half a mile away.
6.4 Compatibility ... with contiguous properties: There are no proposed changes to the
s structures, parking area, or landscaping for the off-sale liquor store use that would affect
contiguous properties differently than the site currently does.
80
a
HL
83
aa
85
86
6.5 Impact of the use on the market value of contiguous properties: When a property is
assigned Zoning and Comprehensive Plan land use designations, careful consideration is
given to protecting the value of surrounding properties. In light of this, and because the
proposed off-sale liquor store is among the uses that are allowed in the B-3 Zoning
District and is consistent with the "business" designation of the Comprehensive Plan, the
Planning Division has determined that the proposed off-sale liquor store will not have an
adverse impact on the market value of contiguous properties.
a 6.6 Impact on the general public health, safety, and welfare: Police Deparrinent staff has
88 indicated that a liquor store in the proposed stand-alone building is of no more concern
sQ than a liquor store that would be permitted in the adjacent strip mall without a CUP; the
90 Planning Division therefore believes that the proposed off-sale liquor store will have no
91 discernable impact on the general public health, safety, and welfare.
92 6.7 Compatility with the City's Comprehensive Plan: Off-sale liquor stares in certain
93 buildings are permitted uses (and the proposed off-sale liquor store is a conditionally
permitted use) in the B-3 General Business District and are compatible with the
G5 Comprehensive Plan designation of Business.
gs 7.0
e 7.1
RECOMMENDATION
Based on the recommendation of the Planning Commission and the comments and
Qs findings outlined in Sections 5 and 6 of this report, the Planning Division recommends
99 approval of the request for a CoNDiT1oNAL UsE PET to allow the proposed off-sale
oo liquor store to operate in compliance with the requirements and regulations established in
oi § 1004.01 G of the Roseville City Code.
PF08-004 RCA 022508
