5.1 1 The variance, if �ranted, will not alter the essential character of the locality: The <br />Uroposed improvements would change the appearance of the property only cosmetically <br />and would not be out of character with the surrounding residential area. The Planning <br />Division has determined that the allowance of the requested vARiANCE will not alter <br />the essential character of the locality, nor adversely affect the public health, safety, <br />or general welfare of the city or adjacent properties. <br />6.O STAFF RECOA1MENDATION <br />6.1 Based on the comments and findings outlined in Section 5 of this report, the Planning <br />Division recommends APPROVAL of Ms. Braunlin's request for a vAR[ANCE to the <br />iinpervious coverage limits establisl�ed in � 1016.26 (Stor�n Water ManaQement) of the <br />Ciry Code, to allow the expansion of the attached garage at 358 South McCarrons <br />Boulevard, suUject to the following conditions: <br />7.0 <br />7.1 <br />a. The size and location of the proposed improvements shall be consistent with the plans <br />reviewed with this application except that the total impervious surface area on the <br />property s11all not exceed 47% of the lot area (about 3,260 square feet); <br />b. Stonn water runoff shall be reduced to the level consistent with 25% imprevious <br />coverage; depending on the soils and slopes on the property, such reduction could be <br />accoinplished by directing rain gutters toward the interior of the lot, installing and <br />maintaining a"rain garden" fltration basin, or some co�nbination of these or other <br />measures as approved by the City Engineer. Building permits will ilot be issued until <br />the City Engineer has approved the stoi-�n water mitigation plans, and <br />c. The variance shall expire 6 tnonths fi-om the approval date if a building pei-�nit is not <br />issued, pursuant to � 1013.03 of the City Code. <br />SUGGESTED ACTION <br />ADOPT VARIANCE BOARD RESOLUTION 77 APPROVING A VARIANCE to <br />Chapter 1016 of the City Code to allow the proposed improvements at 358 South <br />McCarrons Boulevard, based o» the coinments and fi»dings of Section 5 and the <br />conditions of Section 6 of the project report dated March 5, 2008. <br />8.0 NEXT STEPS <br />� <br />: <br />The decision of the Variance Board is final unless an appeal is filed.
