2i 3 didn't believe the operation of this store would significantly increase crime or impact public health, safety <br />2�a and welfare. <br />2�5 Commissioner Gottfried spoke as a counterpoint to Commissioner poherty, advising that he'd come into <br />2�s the meeting skeptical of the idea of a pawn shop; and he maintained that skepticism based on the <br />2i 7 comments of the residents. Commissioner Gottfried opined that this went beyond the classic "Not in My <br />2i8 Backyard (NIMBY)" attitude, and thanked the community for coming to the meeting and expressing their <br />2i9 concems. Commissioner Gottfried concurred with residents speaking, that this specific neighborhood <br />22o had seen a lot of changes in the last few months. Commissioner Gottfried spoke in opposition to the <br />22i application, agreeing with the neighborhood position, opining that the additional and revised conditions <br />222 wouldn't change his mind. <br />223 Commissioner Martinson questioned how staff could appreciably measure the impact of the use on the <br />22a market value of contiguous properties, as detailed in Section 6.5 of the staff report, specific to residential <br />225 properties, not that of the strip mall or other commercial properties. <br />22o Mr. Lloyd advised that, while staff was unable to perform a market analysis, the Comprehensive Plan and <br />22� Zoning Ordinance, both of which allow uses including pawn shops, considered the compatibility of <br />228 adjacent land use categories and zoning districts in an attempt minimize any negative impacts including <br />229 reduction of property values. Mr. Lloyd further explained that, because the proposed use was allowed in <br />230 the relevant zoning district which is supported by the Comprehensive Plan, staff had determined that the <br />�3i pawn shop would not have adverse impacts on the value of nearby properties. <br />232 Commissioner Gottfried opined that his concern was because of the nature of the CUP, while recognizing <br />233 that Mr. Smith's business operations appeared to be beyond reproach and wasn't concerned about a <br />234 criminal element, and that the CUP followed the property, not the owner, and a different future owner may <br />235 not be as desirable, but allowed to continue operating based on an approved use under the CUP. <br />23o Chair Bakeman noted that each owner would have to go through the licensing and background <br />237 investigation. <br />?38 Commissioner Gottfried recognized that part of the process; however, opined that he was concerned with <br />23g what image the City wanted to create, and what it was trying to project. <br />2ao Commissioner Best opined that, as a recent new resident to Roseville, he couldn't say that purchasing a <br />2a� home in a neighborhood with a pawn shop nearby would be desirable; but questioned the condition <br />2a2 comparing this operation to Pawn America, since they were located in very different locations. <br />2a3 Commissioner Best further opined that it appeared that many of the police calls to the Pawn America <br />zaa store were to retrieve merchandise, and not indicating loitering at surrounding areas. Commissioner Best <br />2a5 recognized Commissioner Gottfried's concern with the CUP following the property. <br />2a6 Commissioner Wozniak addressed safety and security concerns expressed by neighbors during public <br />247 comment, and recognized their concern about a liquor store and a pawn shop in the near vicinity. <br />3aa However, Commissioner Wozniak opined that, given this applicanYs experience and track record, this <br />2a9 may be a beneficial catalyst for improvement in the neighborhood, with a more pronounced law <br />2so enforcement presence due to the pawn shop. Commissioner Wozniak questioned why the Har Mar <br />25� Apartment complex owners were not present during tonighYs hearing to express opposition, when they <br />?52 were putting several million dollars of improvements and new construction at their site; and suggested <br />253 that this seemed to indicate that they apparently were not concerned with any increased crime from this <br />254 proposal. <br />255 Commissioner Wozniak suggested that the City's Community Affairs Officers reach out to this <br />25s neighborhood to encourage neighborhood organization for crime prevention. <br />2s� Community Development Director Trudgeon advised that he would alert the Police Department to this <br />>sa suggestion; specifically to the DepartmenYs new Community Relations Coordinator Sarah Mahmud, who <br />�59 works with those types of neighborhood watch groups. <br />?rio Commissioner Gottfried opined that, while no representatives or tenants from the Har Mar Apartments <br />2e � were present to speak, residents from Rosewood Village were present, and they also had an investment <br />26� in their condominiums, which were adjacent to the proposed project. <br />263 Commissioner Wozniak noted Commissioner Gottfried's comments; however noted the amount of <br />2sa information he'd learned about the pawn shop business over the last week, and at tonighYs meeting, and <br />.� � <br />
