�o� Mc Smith advised that with each pawn transaction described and documented in detail, along with the
<br />io8 training of his managers, he attempted to minimize his risk in doing business as much as possible. Mr.
<br />io9 Smith advised that his managers were all instructed that, "if it doesn't look right, don't take it." Mr. Smith
<br />110 assured commissioners that between the law enforcement agencies, the APS system, and licensing
<br />� 1 i requirements, his operations were held very accountable.
<br />i � 2 Lt. Rosand advised that the APS system was run by the Minneapolis Police Department, and opined that
<br />� � 3 the existing pawn shop had been a good neighbor, and had recently provided investigative assistance to
<br />i t a the Roseville Police Department through use of equipment. Lt. Rosand further opined that, if they wanted
<br />i� 5 to maintain their license, it behooved the shops to cooperate with law enforcement; and advised that he
<br />i � h foresaw no problems in the neighborhood through increased thefts or burglaries.
<br />� n Public Comment
<br />i 18 Delores (Dede) Goodwin, 2206 Haddington Road
<br />1 �� Ms. Goodwin reviewed the significant changes being experienced in their neighborhood (i.e., recent
<br />�20 expansion of Har Mar Apartments, and an additional building proposed for that complex; recent liquor
<br />121 license approval next door to the strip mail under discussion); and now this CUP request. Ms. Goodwin
<br />�22 summarized her comments from previous land use cases regarding increased crime in the area;
<br />�2; increased police calls to Har Mar Apartments; recent ATF and drug buses just north of her home; and
<br />i 2a clarified her statements made at those land use hearings categorizing crime statistics.
<br />i25 Ms. Goodwin spoke to the apartment complex issue, specifically applicant screening and criminal
<br />i2o background investigations for tenants; and provided her personal Internet research on pawn shops,
<br />i2� trends in law enforcement, and crime statistics. Ms. Goodwin recognized that Roseville was moving from
<br />�23 a suburban to urban community, and admitted the neighborhood's lack of knowledge and information on
<br />�?9 pawn shop merchandising and activities, but asked that the Commission consider the advent of recent
<br />�30 activities in their specific neighborhood over the last three (3) months, and the significant adjustments
<br />i 3a necessary for current residents in that area.
<br />�32 Ms. Goodwin specifically asked whether the CUP allowed melting of precious metals, citing her Internet
<br />�;3 research examples in Fort Lauderdale and Dallas.
<br />i 3a John Heitzinger, Rosewood Village Condominiums, 1650 Highway #36W
<br />� 35 Mr. Heifzinger advised that, with the recent Har Mar Apartment complex renovations and redevelopment,
<br />�36 and then the liquor store license approval, the neighborhood was overwhelmed when another proposal
<br />�3� came forward so soon, and the type of proposed operation. Mr. Heitzinger reviewed his personal
<br />t3;3 investigation of current operations in the metropolitan area of Cash-n-Pawn facilities, based on his retail
<br />�:;9 experience, and the negative perception of the store in Frogtown and at the Midway Shopping Center on
<br />ia0 University Avenue. However, Mr. Heitzinger advised that he had investigated the Fridley location earlier
<br />ia� today, and his perception was positive during his time monitoring the operation, review of inerchandise
<br />ia2 and customer service of the employees. Mr. Heitzinger advised that he had made a small purchase to
<br />� a3 see what the process was, and �eft with a more positive attitude.
<br />1aa Mr. Heitzinger referenced community comments that the City needed more affordable housing, the need
<br />ias to recycle current housing, and to encourage young people to come to Roseville, based on the many
<br />�ao amenities of the community. While opining his respect for Mr. Smith and his business, Mr. Heitzinger
<br />�4� appealed to commissioners to look at the whole picture, and the consequences of their approvals of
<br />�4s various operations, to determine what kind of inessage was being sent to existing and prospective
<br />ia9 residents.
<br />i5o Janice Ettle, Rosewood Village Condominiums, 1620 W Highway 36, #207
<br />�si Ms. Ettle expressed appreciation for the comments made by previous speakers tonight; but expressed
<br />is3 her concems with the condition of the road, given recent use of heavy equipment; in addition to safety
<br />� 53 concerns with the road curvature and speed of traffic. Ms. Ettle concurred with previous public comment.
<br />�sa Ms. Ettle opined that a stop sign would help the traffic speed; and further opined that parking on both
<br />�;s sides of the road would hinder emergency vehicle access.
<br />i 5o Chair Bakeman asked that Mr. Trudgeon relay Ms. Ettle's suggestion for installation of a stop sign (by the
<br />i 5� bank and commercial area) to the City's Public Works Department for their review and comment.
<br />�5a Discussion was held regarding on-street parking related to the Har Mar Apartment complex, with Mr.
<br />�s� Trudgeon c�arifying that parking was allowed, based on street width, on various streets throughout the
<br />i so City; however, Mr. Trudgeon advised that a condition of the Har Mar Apartment project approval was that
