This represents an <br />increase in crime in the area <br />3. Historically, pawn shops have been associated with criininal <br />behavior, which has led to State and City regulation. However, that <br />regulation is not necessarily effective at deterring certain types of <br />crime, which can lead to an increase in crime in surrounding <br />businesses and the surrounding area. <br />4. Testimony indicated that the proximity to other nearby residential <br />neighborhoods and retail establishments can lead to an increase in <br />criine and theft in those areas, insofar as the pawn shop provides an <br />outlet for the sale of small, unserialized iteins. <br />5. Testimony indicated that the presence of a pawn shop in the <br />neighborhood gives rise to adverse perceptions of the desirability of <br />the neighborhood as a livable, crime-free area. <br />6. A study was presented indicating that pawn shops can be seen as one <br />of the characteristics of a neighborhood in decline, leading to <br />adverse perceptions of activities associated with the pawn shop, and <br />resulting in those perceptions having an adverse impact on property <br />values. <br />7. The location of real property has a significant iinpact on its value. <br />Increased crime associated with a pawn shop and negative <br />perceptions regarding the desirability of living near a pawn shop can <br />lead to an adverse iinpact on property values of contiguous and <br />nearby properties. <br />8. The location of a pawn shop in this area gives rise to a negative <br />perception about the surrounding neighborhood, and its character <br />and quality. It is important to the health and vitality of City <br />neighborhoods and the City in general that neighborhoods do not <br />appear to be declining or inarginalized areas. The location of the <br />pawn shop in this area would give rise to this negative perception. <br />9. Through increased crime and regulatory oversight, the City of <br />Roseville would have to expend additional scarce resources in the <br />policing of the proposed activity. <br />3 <br />
