This property and the vacant triangular <br />piece located east across Walnut Street have a zoning of General Industrial (I-2) and a <br />Comprehensive Plan designation of Industrial (I). <br />4.2 The FMCA desires to utilize the Highcrest Park parking lot as a staging area for families <br />attending the convention and directing families from Interstate 35W to the Highcrest <br />property and from the Highcrest site to the Minnesota State Fair grounds via temporary <br />signs placed at 6 specific intersections in Roseville. <br />4.3 Such a use (temporary parking of motor coaches) may be deemed a permitted use within <br />the I-2 Zone. However, to adequately address this use and the temporary placement of <br />directional signs (prohibited under the Sign Regulations section of the City Code) an <br />INTERIM USE PERMIT is required. <br />5 <br />5.1 <br />�� <br />INTERIM USE PERMIT APPLICATIONS <br />Section 1012.09 (Interim Uses) of the City Code establishes the regulations pertaining to <br />INTERIM USE PERMITS. <br />a. Section 1012.09A states: The City Council may authorize an interim use of <br />property. Interim uses may not be consistent with the land uses designated on the <br />adopted Land Use Plan. They may also fail to meet all of the zoning standards <br />established for the district within which it is located. <br />b. Section 1012.09B states: The City Council may attach conditions to Interim Use <br />Permits. In reviewing Interim use Permit applications, the City will establish a <br />specific date or event that will terminate the use on the property. The Council will <br />also determine that the approval of the interim use would not result in adverse <br />effects on the public health, safety, and general welfare, and that it will not <br />impose additional costs on the public if it is necessary for the public to take the <br />property in the future. <br />STAFF COMMENTS <br />6.1 The IUP request is prompted by the FMCA Annual Convention and their desire to have a <br />holding area and temporary directional signage within Roseville. Although the Planning <br />Division can find nothing in the Industrial Districts requirements that would specifically <br />prohibit the staging or holding of motor coach vehicles on a temporary basis, the <br />determination was made that it would be in the best interest of Meritex Enterprises, <br />FMCA, and the City to require an INTERIM USE PERMIT. <br />6.2 A motor coach is a bus-like motor home with many amenities and comforts.
