Each member of the HRC was listed on the brochure along with contact information for illustrative purposes, for Chair Grefenberg and Commissioner Becker. Vice-Chair Brisbois suggested the contact information be omitted and that there be a reference to the City's website. Chair Grefenberg did not oppose having his contact information posted on the brochure. He requested comment from the City Attorney on this issue. City Attorney Mark Gaughan stated under State Law contact information should be made public with either phone numbers or email addresses as the HRC members were appointed officials of the City of Roseville. He indicated City ordinances do not speak to contact information for youth commissioners. Discussion ensued regarding proper notification of telephone numbers and/or email addresses of Commissioners. Chair Grefenberg suggested the Commission members consider if they were willing to have their contact information on the brochure and if so, to place this information on the sample brochure. Ms. Curti expressed concern with having the contact information placed on the brochure as this would change on a yearly basis. Commissioner Becker responded that the brochure would be printed in small enough numbers not to make this a significant consideration. Chair Grefenberg was in favor of posting some information on the brochure as this would improve communication between the public and Commission members. Commissioner Groff agreed with this suggestion. Commissioner Becker moved and Commissioner poneen seconded a motion to place the HRC's contact information on the Commission Brochure when authorized and provided by individual Commissioners. Motion passed unanimously. Commissioner poneen questioned why the HRC contact information was not available on the City's website as well. Presentations: Open Meeting Law, Data Practices and Electronic Communications Presentation by City Attorney Mark Gaughan: Mark Gaughan, representing the law firm which serves as the City's Attorney, explained he was present this evening to discuss with the Commission the open meeting law, data practices and City Council policies regarding electronic communications. City Attorney Gaughan indicated that the State's Open Meeting Law seemed to be the most relevant to the Commission as follows: its meetings must be open to the public and the public properly notified regarding time, place, and what the meeting was about.
