new mission statement, as well as the HRC's goals and objectives. Each member of the HRC <br />was listed on the brochure along with contact information for illustrative purposes, for Chair <br />Grefenberg and Commissioner Becker. <br />Vice-Chair Brisbois suggested the contact information be omitted and that there be a reference to <br />the City's website. <br />Chair Grefenberg did not oppose having his contact information posted on the brochure. He <br />requested comment from the City Attorney on this issue. <br />City Attorney Mark Gaughan stated under State Law contact information should be made public <br />with either phone numbers or email addresses as the HRC members were appointed officials of <br />the City of Roseville. He indicated City ordinances do not speak to contact information for youth <br />commissioners. Discussion ensued regarding proper notification of telephone numbers and/or <br />email addresses of Commissioners. <br />Chair Grefenberg suggested the Commission members consider if they were willing to have their <br />contact information on the brochure and if so, to place this information on the sample brochure. <br />Ms. Curti expressed concern with having the contact information placed on the brochure as this <br />would change on a yearly basis. <br />Commissioner Becker responded that the brochure would be printed in small enough numbers <br />not to make this a significant consideration. <br />Chair Grefenberg was in favor of posting some information on the brochure as this would <br />improve communication between the public and Commission members. Commissioner Groff <br />agreed with this suggestion. <br />Commissioner Becker moved and Commissioner poneen seconded a motion to place the HRC's <br />contact information on the Commission Brochure when authorized and provided by individual <br />Commissioners. Motion passed unanimously. <br />Commissioner poneen questioned why the HRC contact information was not available on the <br />City's website as well. <br />Presentations: Open Meeting Law, Data Practices and Electronic Communications <br />Presentation by City Attorney Mark Gaughan: Mark Gaughan, representing the law firm <br />which serves as the City's Attorney, explained he was present this evening to discuss with the <br />Commission the open meeting law, data practices and City Council policies regarding electronic <br />communications. <br />City Attorney Gaughan indicated that the State's Open Meeting Law seemed to be the most <br />relevant to the Commission as follows: its meetings must be open to the public and the public <br />properly notified regarding time, place, and what the meeting was about. <br />
