Attachment A <br />Rj�uspa+-J� <br />June 12, 2013 <br />RE: Wheeler Street Traffic Management Program Request <br />Dear Resident, <br />I wanted to take this opportunity to update you on the status of the Wheeler Street Traffic <br />Management Program request. The installation of the temporary closure on Wheeler Street was <br />approved by the City Council in September 2011. The specific direction from the Council was <br />that it would remain in place until the construction on Presbyterian Homes is complete, <br />approximately 2015. <br />In September 2012, the City received a petition from your neighborhood requesting the <br />permanent closure of Wheeler Street at County Road D. <br />An information meeting was held on March 7, 2013 to discuss the permanent closure request and <br />get feedback from property owners. The meeting was well attended and a number of questions <br />were asked that staff needs to gather additional information in order to adequately address. Staff <br />is going to collect the data needed to respond to the questions raised at the meeting this summer. <br />This information will be incorporated into a feasibility report. <br />We will invite the neighborhood in for another meeting in August. At the meeting, staff will <br />present the preliminary findings from the feasibility report for this project. The report will <br />include information on the following: traffic, neighborhood feedback, street design alternatives, <br />potential project costs, and assessments. <br />The decision on whether to proceed with the proposed project will be made by the City Council <br />at a public hearing. Public hearings are held at regularly scheduled Council meetings. All <br />property owners in the benefited area will receive a formal notice of the project public hearing at <br />least two weeks in advance of the meeting. The public hearing will occur in the fall. <br />At a public hearing, the findings from the feasibility report are presented and property owners <br />will have an opportunity to speak to the City Council about the proposed project. <br />After the public hearing, the City Council will vote on whether the project should move forward. <br />If approved, staff will prepare construction documents for a project in 2014. <br />If you have any questions about the proposed project please contact me at 651- 792 -7042 or <br />deb.bloom(c,ci.roseville.mn.us.
