''1 <br />7.0 STAFF COMMENTS: <br />� <br />7.1 On February 19, 2009, the applicant and Station 19 Architects held the required open house for <br />the proposed (revised) Orchard development. There were between 20 to 25 property <br />owners/residents in attendance. Informal discussions centered on questions/concerns regarding <br />treatment of east side with special features to mitigate visual impacts; color and types of <br />building materials; blending more into the adjacent neighborhood; request for additional signs <br />for speed; traffic increase along Midland Grove Road; increased landscaping; transplanting of <br />evergreen trees; discussion about keeping second drive on Midland Grove Road; access to <br />County Road B; fire/safety aspects of building; and balcony usage (see attached narrative). <br />7.2 On February 26 2009, the Roseville Development Review Committee (DRC) met to review the <br />revised plans for the Orchard. All in all the DRC supported the change in Comprehensive Land <br />Use Map designation to High Density Residential; the zoning to general Residence District; <br />and the proposal as currently situated on the subject parcel. <br />7.3 This proposal and its proximity to existing residential is of similar scale, mass and distance. <br />Most notably are the similarities between Applewood Pointe and Greenhouse Village. <br />7.4 The Planning Division is interested in working with the applicant's architect on the possible <br />modifications to the exterior elevation of the building through the use of building materials, <br />colors, and architectural features. <br />8.0 STAFF RECOMMENDATION: <br />8.1 The Planning Division recommends APPROVAL OF THE COMPREHENSNE LAND USE MAP <br />AMENDMENT, the REZONING, and the GENERAL CONCEPT PLANNED UNIT DEVELOPMENT %r the <br />property at 2025 County Road B for a 55-unit active senior living community by Art Mueller, <br />with the following conditions: <br />a. The applicandarchitect shall work with staff on the exterior elevation of the proposed <br />building. <br />b. Parking shall satisfy the City Code. � <br />/ <br />c. The final landscape plan shall include additional screening along the south and north <br />sides of the building. This screening may include a decorative fence and/or berm as <br />well as landscaping. <br />d. The final grading and drainage plan shall meet the requirements of the Rice Creek <br />Watershed and the City of Roseville. <br />e. The Roseville Fire Marshall shall approve all fire hydrant locations. <br />f. The final site plan shall be modified to include a sidewalk along the east side of <br />Midland Grove Road from County Road B to the Southern property line of Midland <br />Grove Condominiums. <br />g.
