The Commission, after <br />consideration nnd debate respectfully approving the Comprehensive Pl�n Amendment and Rezoning request to <br />allow for high density use. However, after much deliberation, voting to deny the General Concept PUD. As <br />with the previous proposal, the discussion ! debate focused on itcros such ns density, scale, nnd design <br />appearance. With respect and sensitivity to the neighborhood and the design process, we hzve again revised our <br />pinm m �ddress the neighborhood concerns, after discussion of the pending project with the Roseville Planning <br />Division- <br />The latest proposal features 55 (1 , 2, S 3 bedroom) units widi a variety of spacious floor plaos, maintenance-free <br />yuality exlzrior architecnu:ll mntenals, landscapine, an outdoor water feat�rz, and underground parking. The <br />wnczpt features n communiry room, game room, crafl and exercise rooms, a kitchen, library, privatz dining, a <br />guest room, an office, mailroom, as well as manq sitting areas. The project is designed for underground owner <br />parking spaces,. nd at-grnde visitor parking spaces. <br />Siling and Design revisions of the building proposal include: <br />• A be�ter defined covered en�ry�vay feamre, greeting guests as they enter the building. <br />• Parking and access have been revised slighUy aud feature more parking close to the drop-off 1re�, with a <br />eontinued water feature as the centerpiece. <br />• Reten[ion Pond has been slighdy modified in shape, but is s[ill the same size �nd in the same location. <br />• The second garagc access point has been eliminated at the Southeast end of the building. <br />• The northeast corner of the building has been adjuued and is now proposed at 45 degrees instead of a <br />straieht 90 degree Fla[ wall. This feature will soften and break up the wall expanse, and lessen the visual <br />impact from a11 properties on the east and the nonheast sides of the property. <br />•'I'he proposal now features various building jogs, which help to bre:ilc up the perceived long expanse of <br />the bailding from all sides. Tltis feature was a suggestion through discussion with [he Architect and <br />Developer, as �vell �s design suggestions from �ieighbors and Council Members. <br />• The southeast L-Wing of the building now jogs at an angle as it approaches County Road B. This will <br />also help to soften [he impact from the adjacent road and give the building some additional character, <br />privacy, nnd curb appeal. Tht 3"' 800r steps back 10 feet further from the propert}' line than the ]ower <br />floors. At the V W comer the 3rd floor s[eps back one unit. <br />• The �ngled L-Wing feature along Counry Road B, will feaWre a smnll end cap roof to soften the <br />perceived heigh� of the structure. 7'he roof line hu been lowered and some additional design fentutes <br />added to oive Ihe appearance of a single-family s[ructure at the south elevation. <br />• Both the north and east sides of the building have increased setbacks from the prior proposals. The north <br />setback va�ies benveen 2l feet and 369 fee�, while the cast secback varizs betw�een 30.5 feet and 51.7 <br />feetin distance. <br />• 1he exterior building materials are still proposed to be low maintenance, with some additional accent <br />features added to give the exterior more tlair, and to better re(lect a residential design-build type produc[. <br />
