I am writing this letter on behalf of
Susan Nemitz, having met with representatives of the Library this afternoon. I am responding to your letter of
September 22 regarding the Roseville Library. We offer the following plan for corrective action.
A) Landscape — My records indicate that the revised landscaping plan was provided to Tom Trooien, a Roseville Building
Inspector, on August 11. I would be happy to resubmit the plan if necessary.
B) Light Nuisance
1. The County has identified a possible solution to the existing fence that will result in a 100% opaque screen. A
section of the fence has been fitted with a modification. I would like to meet with you at the site next week so you
can review and approve this solution. t,:..,srh is1'
2. The County is willing to extend the fence on the Northwest edge of the parking lot however we are unsure as to the
specific location of this fence. I would like to meet with you on site to clarify placement. ,n1i .( —d r►-
3. Photometric analysis and calculations of the parking lot lights are included in the documents submitted to the City
as part of the permitting process. The County will retain the services of an electrical engineer to record light levels
on the site and verify compliance with the %z-foot candle standard. A copy of the engineer's report will be provided
to YoU. G ood
C) Noise Nuisance
1. The sound enclosure for the small chiller has been completed. The County has engaged a specialized acoustical
engineer who will retest the sound measurements at the property line and machines to verity the effect of the new
enclosure. We will report back to you with the engineer's findings.
2. The Library is drafting a procedure on how to handle car alarms and will forward it to you.
3. g.5
Ramsey County will continue to proactively work to resolve any and all issues. Please feel free to contact me at 651-266-
2262.
Sincerely,
Bruce Thompson
Assistant Director
County Property Management
