We respectfully submit <br />this analysis to the City Councit and Staff of Roseville. <br />We have analyzed the Conditional Use Permit (CUP) application and associated <br />_.. documents developed bv �3ituminous Roadways in support of their application for a <br />Conditional Lse Permit for their pr�posed asphalt plant. VVe have developed the <br />comments found belo��. Please accept this analysis for use in development of El�e <br />recommendations which you will be presenting to the Roseville City Council for their <br />action on this item <br />Analysis of C.U.P Appiication Narrative for a <br />Proposed Bituminous Roadwa��s Inc Facility - Roseville <br />llated March b, 2009 <br />The above titled document �vas developed by Bituminous Roadways as part of its <br />application for a Conditional Use Permit from the City of Roseville to coilstruct and <br />operate an asphalt plant. <br />The document is so scant on detail that it is difticult to review. 1t contains almost no <br />information. It is perhaps best seen as a kind of ei�eerleading exercise for the company <br />and the proposed asphalt plant. <br />A close reading of die document reveals substantial errors oi'commission and omission. <br />These errors are such that even if the Roseville City Council were in fact inclined to <br />approve the conditional use permit, the applicant sliould be required to submit a new <br />application with updated, th�rough and accurate information. <br />� <br />Item 1.
