We respectfully submit this analysis to the City Councit and Staff of Roseville. We have analyzed the Conditional Use Permit (CUP) application and associated _.. documents developed bv �3ituminous Roadways in support of their application for a Conditional Lse Permit for their pr�posed asphalt plant. VVe have developed the comments found belo��. Please accept this analysis for use in development of El�e recommendations which you will be presenting to the Roseville City Council for their action on this item Analysis of C.U.P Appiication Narrative for a Proposed Bituminous Roadwa��s Inc Facility - Roseville llated March b, 2009 The above titled document �vas developed by Bituminous Roadways as part of its application for a Conditional Use Permit from the City of Roseville to coilstruct and operate an asphalt plant. The document is so scant on detail that it is difticult to review. 1t contains almost no information. It is perhaps best seen as a kind of ei�eerleading exercise for the company and the proposed asphalt plant. A close reading of die document reveals substantial errors oi'commission and omission. These errors are such that even if the Roseville City Council were in fact inclined to approve the conditional use permit, the applicant sliould be required to submit a new application with updated, th�rough and accurate information. � Item 1.
