MN 55155-4194 <br />Re: 8ituminous Roadways Roseville Asphait Plant <br />EnvironmenW I Assessmen[ Worksheet <br />Dear Mr. Kain: <br />.... <br />UCO6 Roseville MN LLC and its affiliates, including Gladstone Commercial Corporation (collectively <br />"Gladstone") ow� and manage a 360,000 square foot [wo-story office building located at 2470 Highcrest <br />Road, Roseville, MN, ronstructed in 1964. Distances from our property to various activiUes on the <br />proposed Bi[uminous Roadways asphalt plant range from 300 feet to 970 feet. The air intakes on our <br />building which are located on the roof and are at approximately the same helght as the piles and other <br />aly discharge pofnts at the proposed Bituminous Roadways Plant. Our tenants use the building for <br />.... <br />offites, IT services, laboratory services, data centers, research, training, and various computer services. <br />7hese activities are all sensitive to nolse, odors, dust, and air toxics. <br />We have retalned an environmental consuliant to conduct a revlew of the Envtronmental Assessment <br />Worksheet (EAW) for this proposed project. Based o� our mnsultant's review we have concluded that: <br />1. The EAW does not provide enough information on certaln issues for the pubilc to evaluate <br />whether or not an Environmental Impact Statement should be required. <br />2. The EAW's incorrect assumptions about the nature of the neighborhood impatt Its findings and <br />should be addressed prior to approval or disapproval of the EAW. <br />3. The EAW does not consider the environmentai impacts of all activities on ihe site. <br />4. The EAW refers to odor, noise and air poltution standards that are not su�cien[ly protective of <br />Glads[one and other nearby users. <br />5.
