` <br />C. U.P Narrative: Proposed Bituminous Roadways Inc. Facility March 6, 2009 <br />Roseville, MN <br />" 1. Impact on Traffic <br />Traffic generated will be consistent with surrounding industrial uses, with <br />trucks bringing in raw materials and hauling off finished products. The <br />primary season for use will be the 8 month period from April through <br />November. The amount of trucks per day will vary based on area <br />construction activity and subsequent product demand. <br />A peak day will generate approximately 250 round trip truck visits. Of <br />these, approximately 120 will be loads of asphalt headed out to <br />construction sites, with the remainder being incoming aggregate, incoming <br />rubble or out-going base. We estimate that 65 percent of the out-going <br />traffic will be southbound with 35 percent northbound. The incoming <br />aggregates will come mainly from the south. <br />Averaged over the 8 month construction season, the facility will generate <br />approximately 120 truck round trips per day. These trip numbers are <br />based on trucking of all aggregate, and may be reduced through the use <br />of rail aggregate delivery service. <br />The outload operation has been designed to allow adequate off-street <br />stacking of trucks. Up to 24 trucks could wait to "load ouY' off-street if <br />needed. This occurrence would be unlikely due to careful scheduling and <br />the economic realities of equipment and labor costs. A"tarping area" has <br />� also been reserved to allow adequate space for drivers to inspect and <br />tarp their loads prior to exiting the site. <br />Adequate internal circulation exists within the proposed site plan for in- <br />coming trucks to proceed into the site without interrupting the flow of off- <br />site traffic. <br />2. Impact on Parks, Streets, Other Public Facilities <br />No impacts to parks or other public facilities are foreseen. <br />Area streets appear to have been designed adequately for the industrial <br />use of the area. This use will be consistent with its industrial neighbors. <br />In addition, the proposed drainage plan will eliminate most of the direct <br />surface stormwater runoff to surrounding streets exhibited by the current <br />site. <br />Sanitary sewer and water use will be relatively minor. Sanitary sewer will <br />serve on site restrooms and limited laboratory use. Municipal water will be <br />used for domestic and laboratory uses with minor use of water in <br />production. Municipal water will also be utilized for periodic on-site dust <br />control as well as filling of water trucks for use on construction sites. <br />�' Page 4 of 7 <br />
