,. <br />.�, <br />C.U.P Narrative: Proposed Bituminous Roadways Inc. Facility March 6, 2009 <br />Roseville, MN <br />� <br />Asphalt produced on this site will also utilize recycled shingles. Since <br />1996, Bituminous Roadways has utilized scrap shingles in its mixes, <br />recycling over 100,000 tons of shingles. This plant will be equipped to <br />continue this environmentally friendly practice. <br />Other Features <br />Materials will need to be hauled to and from the site. Raw materials such <br />as aggregates, asphalt cement, rubble concrete and rubble bituminous <br />pavement will be hauled into the site. Finished products such as hot <br />mixed asphalt and crushed aggregate road base will be hauled away from <br />the site. <br />An on-site laboratory building is proposed on the southern portion of the <br />site. The on-site materials testing laboratory will be used to perform <br />necessary testing on the products produced as well as develop new mix <br />designs for specific projects. This building will also include spaces for <br />equipment maintenance, storage, and offices. <br />Also included in the site plan is a bulk storage facility for asphalt cement, <br />the petroleum product used as a binder material in asphalt production. <br />Asphalt cement will be brought in by truck or rail throughout the year and <br />distributed to various asphalt plants by truck during the construction — <br />season. <br />This will be a state-of-the-art facility, with brand new plant and equipment that will <br />be the most environment friendly of any such facility in the state. This will be a <br />plant that will serve as a model for the industry. Bituminous Roadways is very <br />excited about this facility. <br />Conditional Use Permit (C.U.P.) Criteria <br />The proposed Bituminous Roadways facility will manufacture and distribute <br />finished construction products from raw materials, both new and recycled. This <br />is consistent with the permitted uses in the I-2 General Industrial District. <br />A Conditional Use Permit will be required because of the proposed outdoor <br />storage of aggregates and equipment. In addition, the finished asphalt storage <br />silos (74 feet high) and bulk asphalt cement storage tanks (56 feet high) exceed <br />the maximum building height, but are considered exempt as accessory <br />structures. The remaining proposed structures and stockpiles will be less than <br />40 feet in height. <br />Page 3 of 7 <br />
