� <br />C.U.P Narrative: Proposed Bituminous Roadways Inc. Facility March 6, 2009 <br />Rosevil/e, MN <br />� to trucking, maintenance and supply needs. Bituminous Roadways is a <br />union contractor with an average wage of about $30 per hour. The <br />company has very low employee turnover and is regarded as one of the <br />best companies in the industry to work for. <br />Asphalt Plant — Features <br />The asphalt plant will be a brand new manufactured plant utilizing the <br />latest technology. This plant will be equipped with several unique features <br />that differentiate it from typical existing asphalt plants. <br />This plant will be capable of production of warm mix asphalt, a mix <br />produced at lower temperatures than traditional hot mix asphalt. Warm <br />mix is rapidly gaining acceptance nation wide due to lower fuel <br />consumption in production and less smoke and odor during placement. <br />The plant will also be equipped with the latest emission control technology <br />available which allows the plant to meet and exceed air quality <br />requirements. <br />Included with this narrative are two additional documents. Double Barrel <br />Green explains the environmental advantages of producing warm mix <br />asphalt. Meet the Neighbors is a brochure that answers frequently asked <br />` questions about asphalt plant facilities. <br />Recycling <br />Included in the plan for this site is recycling of concrete, asphalt, and <br />shingles. Rubble concrete and asphalt will be stockpiled on site when <br />available from nearby reconstruction projects. Crushing of the rubble to <br />finished products will most likely occur twice annually for a duration of 2 to <br />3 weeks as warranted by supplies of rubble and crushed concrete and <br />asphalt. Crushing will be accomplished with portable equipment brought <br />on site specifically for the short term crushing operations. <br />Rubble concrete will be crushed and reused as a base in the construction <br />of new pavements. Crushed and milled asphalt will be reused in the <br />production of new asphalt. Asphalt is 100°/o recyclable. It can be reused <br />again and again, thus keeping its value perpetual. Recycled asphalt <br />pavement is commonly available when roads or parking lots are milled or <br />asphalt is removed for rehabilitation or widening projects. The Federal <br />Highway Administration estimates that 91 million tons of asphalt is <br />reclaimed during roadwork projects. Asphalt is the most recycled product <br />in the world. <br />�' Page 2 of 7 <br />
