"It could put us <br />Qut of business." <br />• Aanenson also expressed concern that <br />increased truck traffic generated by the <br />plant, estimated to be about 600 hucks a <br />day, will be especially problematic since a <br />set oF railroad tracks sits direcfly outside <br />Old Dutch. <br />' Aanenson said trains run through that <br />'erea on a frequent basis and often stop <br />fraffic for 10 to 15 minutes at a rime. <br />'"Even i£ they can contain odors a hmm- <br />8red percent from the plant, they can't <br />Contain them on trucks," Aanenson said. <br />' The company has obtained a]awyer, <br />and Aanenson said they will likely pur- <br />sue legal action if plans for the plant <br />move forward. <br />Old Dutch moved to its cunent loca- <br />tion in 1968, and the plant employs more <br />than 300 people. <br />Aanenson said if the plant is built, Old <br />Dutch will likely be forced to relocate. <br />"ThaYs a last resort," he added. <br />Aanenson said he was also deeply con- <br />cerned that he never received notificarion <br />about plans for the plant from the city of <br />�toseville or the MPCA. <br />Communiry Development Director for <br />the city, Patrick Tnidgeon said all prop- <br />erty owners within 500 feet of the poten- <br />tial asphalt plant site were notit'ied by <br />mail in 2009, including Old Dutch. <br />- However, Aanenson said neither he, <br />Old Dutch's chief financial officer nor <br />the plant supervisor ever saw that norifi- <br />cation in theu P.O. box, and he eicpressed <br />concern that the city never tried to con- <br />firm they received that notification since <br />Old Dutch is a food plant. <br />°It seems a little irresponsible," Aanen- <br />have asthma or other chronic upper respi? <br />ratory conditions. <br />"'I`here is evidence that asthmatics can <br />be triggered by heavy industry polluting <br />the air, and pediatrics we've spoken with <br />are concerned for these children," said <br />NAAP member Megan Dushin. <br />NAAP's grassroots campaign focuses <br />on informing neighbors about the poten- <br />rial plant and the MPCA review process. <br />They have also contacted residents in <br />St. Anthony Village, Minneapolis, Fal- <br />con Heights, Lauderdale and St. Anthony <br />Park, and some ciries, inclnding the ciry <br />of Roseville, sent letters to the MPCA to <br />eicpress their concerns. <br />Trudgeon said though he believes the <br />plant would be a permitted use for the <br />site, the ciry will ultimately have to decide <br />whether the plant can meet the zoning <br />code's established industrial performance <br />standards. <br />Roseville City Counci] member Amy <br />Ihlan, who also sent a letter of concern to <br />the MPCA, said that after looking at the <br />EAW she does not think that the plant <br />will be able to meet those standards. <br />"I don't think it's an appropriate loca- <br />tion and there's evidence that it won't <br />meet appropriate codes," I}ilan said. <br />Ihlan added that she hopes the item <br />will be up for discussion at the Oct ll <br />city council meeting and that possible fur- <br />ther environmental review by the MPCA <br />will take into consideration the specific <br />impact that the plant would have on sur- <br />rounding communities and neazby busi- <br />nesses. <br />The MPCA Citizens' Board will review <br />comments received about the plant at <br />its Nov. 16 meering.
