The MPCA is currently conducting <br />an environmental review of the proposed plant which ends August <br />ilth. (See MPCA Press Release on page 3.) <br />The Asphalt plant was approved by the Planning Commission last <br />May, 2009; after the MPCA has completed its environmental as- <br />sessment the City Council will need to approve a Conditional Use <br />Permit before the plant can go forwar. <br />The quality of life in our neighborhoods is also affected by <br />public developers. Witness the impact of freeway construction <br />and street construction on our neighborhood which is bounded on <br />three of its four sides by Highway 280, Highway 36, and Snelling <br />Avenue <br />The Parks and Recreation Department is conducting an ex- <br />haustive planning process which will result in a Master Plan for <br />Roseville parks and recreation services. This process intends to in- <br />clude a Path to Imp/ementation, in other words, a development plan <br />for future park maintenance and improvement. <br />One of the Master Plan findings was the SW Roseville is underserved <br />by Roseville parks and does not have adequate park and open space <br />available to its residents. From the perspective of many of its resi- <br />dents, if a park is an open space with trees, grass, and pathways, SW <br />Roseville has no parks, Unlike every other Roseville neighbor- <br />hood, SW has no public parks since Evergreen "Park" is solely com- <br />posed of four baseball fields, four tennis courts, and a paved parking <br />lot. <br />Also unlike other developers Roseville Parks and Recreation has been <br />closely working with a Citizen's Advisory Team (CAT) of Roseville resi- <br />dents which includes two SW Roseville neighbors.
