The proposed asphalt plant proposal wi11 emit toxic and noxious materials in a <br />manner that will conslitute a nuisance to t6e surrounding area prohibited <br />under 1007.01(D)(3) ofthe Roseville City Code. Specifically, incomplete <br />combustion and asphalt paving generate polycyclic aromatic hydrocarbons <br />(PAHs) a significant concern for storm water ponds. The proposed asphalt plant proposal will emit toxic and noxious materials in a <br />manner that will constitute a nuisance to the surrounding area prohibited <br />under 1007.01(D)(3) of the Roseville City Code. Specifically, the emissions <br />of the materials generated by the production of asphalt will affect up to 94 <br />people who have asthma or other chronic respiratory illnesses. Specirically, the City has heard repeated <br />testimony and been procided written correspondence indicating that smells <br />from the industrial area north of Hwy. 36 are detected in the residential azea <br />south of Highway 36 (5ource: Comments submitted to PCA in response to <br />Draft EAW ). <br />K. Specifically, it has been modeled that the quantity <br />of HzS [Ffydrogen Sulfide], will be at a quantity that is detec[able by <br />surrounding properties, specifically 2501 Walnut Streel, a commercial office <br />building as well as the Gross Golf Course, and the residential area south of <br />Hwy. 36.
