Specifically, the use of many carbon filters, as <br />proposed to be used by Bituminous Roadways, is rated by several <br />manufactures of cazbon filters to be ineffective in absorbing hydrogen sulfide, <br />the chemical compound that creates the "rotten egg" smell and actual <br />operating conditions of the asphalt plant can degrade the carbon filters over <br />time. The Asphalt 1'lant proposed by IIituminous Roadways is not permitted under Section <br />] 007.015 of the Original and Amended Ordinance since it will involve chemicals that <br />aze noxious as defined under City Ordinances and involve chemicals thal aze in <br />danger fiom fire or explosives. <br />]0.7'he Asphalt Ylant is the principal use which Bituminous Roadways intends for the <br />subject property. '1'he outdoor storage of aggregates for which the Conditional Use is <br />bcing requested by Bituminous Koadways is a component of, and subordinatc and <br />incidental to, the construction and operation of the Asphalt Plant. The subordinate <br />and incidental use of outdoor storage of aggregates is not allowable where the <br />principal use is prohibited. <br />1 l. The City Counci] finds the following with respect to the Conditional Use Permit <br />Application, based upon evidence which has been presented to the City Council as <br />wel] as the following specific sources: <br />a.
