The plant would include raw maierial storage, asphalt <br />drum, dryer, mi�er, storage silos, load-out equipment and two large (approximately i,000,000 <br />gallon) liquid asphalt storage tanks. The proposed plant would be designed for a maximum <br />production of 5,000 tons of asphalt per day with typical operations of approximately 2,500 to <br />3,000 tons per day, Additionally the plant would include a temporary mobile crushing operation <br />that would be used for a period of two to three weeks two times per year. <br />An Environtnental Assessment Worksheet (EAW) was prepared for the proposed plant by <br />Wenck Associates, lnc. ( Wenck) and submitted to the Minnesota Pollution Control Agency <br />(MPCA). As required under Minnesota Rules the EAW was placed out for public comment by <br />the MPCA. Comrnents on the EAW were submitted by a number ofresidents and businesses in <br />the vicinity of the project area. One of the concerns over the construction of the proposed asphalt <br />plani was the potential for the increase in noise in the area. The comrnents submitted also <br />reyuested that additional on-site noise data from areas adjacent to the project site be presented as <br />part of the analysis. <br />As part of the preparation of responses to comments on the EAW, Bituminous Roadways <br />contracted Wenek to conduct further analysis on the potential impacts of the noise generated by <br />the proposed project, including on-site noise monitoring in the vicinity of the project site. <br />Noise Generated by the Proposed Project <br />Bitu►ninous Roadways operates several existit�g asphalt piants in ihe Twin Cities metro region. <br />To estimate the noise ievels created b,y tl�e proposed project, noise monitoring was conducted at <br />two of Biturninous Road�vays existing asphalt plants ]ocated in Shal:opee and Inver Grove <br />HeighTs. The existing asphalt plants operaie with equipment similar to what is proposed for the <br />new plant in Roseville.
