REQUEST FOR COUNCIL ACTION <br /> Date: 07/01/2013 <br /> Item No.: 13.a <br />Department Approval City Manager Approval <br />Item Description: Authorize Issuing a Request for Proposals for Recycling Services <br />B <br />ACKGROUND <br />1 <br />The City Council reviewed a draft Request for Proposals (RFP) for recycling services at its June <br />2 <br />17, 2013 meeting. The current contract expires at the end of 2013. The draft Request For <br />3 <br />Proposals (RFP) for recycling services was previously reviewed by the Public Works, <br />4 <br />Environment and Transportation Commission. <br />5 <br />The Council requested staff to revise the RFP in a number of areas to provide a level field for <br />6 <br />proposers. The Council clarified their intent to only bid single stream recycling services. The <br />7 <br />revised RFP with attachments is attached (Attachment A). Staff has made the revisions <br />8 <br />requested by the Council detailed as follows: <br />9 <br />Throughout document – updated dates to reflect new timeline <br />10 <br />11 <br />Page 9 – deleted definitions for curbside bins and for dual sort (per Council direction) <br />12 <br />Throughout – renumbered definitions and updated references to match new numbers <br />13 <br />14 <br />Page 13, Sect. 5.02 – updated third paragraph language on safety equipment (per Council <br />15 <br />direction) <br />16 <br />17 <br />Page 15 Recycling containers – updated to reflect the options of contractor owned and city <br />18 <br />owned carts and that its mandatory for them to propose both, added more specificity to cart <br />19 <br />dimensions – 96 gallon carts for multi-family complexes. (per Council direction) <br />20 <br />21 <br />Page 20, Sect. 5.05 – updated to reflect that zero waste events will be considered in a value <br />22 <br />added plan (per Council direction) <br />23 <br />24 <br />Page 20, Sect. 5.07 – updated language on Procedure for Unacceptable Recyclables to add <br />25 <br />language specific to single stream (per Council direction) <br />26 <br />27 <br />Page 22, Sect. 5.12 – updated to reflect PW Director is backup contact after the recycling <br />28 <br />coordinator <br />29 <br />30 <br />Page 22, Sect. 5.14 – updated with a scenario for when a holiday falls on a Sunday (oops missed <br />31 <br />that first time through) <br />32 <br />33 <br />Page 23, Sect. 5.16-5.17 – deleted duplicative language on ownership and scavenging (per <br />34 <br />Page 1 of 3 <br /> <br />
