• • <br />5.6 The site currently includes very little landscaping and no storm water management, both <br />of which will be added to the project creating a dramatic improvement <br />5.7 The submitted GENERAL CONCEPT plan set is included for the Planning <br />Commission's consideration. <br />5.8 The subject property has a Comprehensive Land Use designation of Business and an <br />existing zoning designation of Shopping Center District (SC). <br />G.0 DEVELOPMENT REVIEW COMMITTEE COMMENTS/CONDITIONS: <br />6.1 The site must conform to the Larpenteur Avenue Streetscape Master Plan. Specifically, <br />decorative brick pillars, wrought iron fencing, stamped concrete walk, and landscaping <br />must be incorporated into the landscape plan adjacent to Larpenteur Avenue and north to <br />the first access, and similar to what exists east of the subject site. <br />6.2 The applicant must provide the City with a site survey. Currently staff is unable to <br />determine whether proposed items lie within easements in and adjacent to Larpenteur and <br />Fernwood Avenues. A survey would also allow staffto determine whether additional <br />roadway needs are required. <br />6.3 The submitted landscape plan indicates a coniferous screen on the northern slope <br />adjacent the apartment building. Staff supports this type of screening and will continue <br />working on a final plan. The proposed landscaping for the rest of the site will be a vast <br />improvement from the existing site. Staff will continues to work wit Roundy's on a final <br />plan that meets the requirements of Section ] 006 and 1010 of the Roseville City Code. <br />6.4 The proposed building, as depicted on the elevation rendering, will include varying <br />heights and other features such as windows, and (awnings) to break-up wall massing. <br />The overall height of the proposed structure is 40 feet. Ancillary structures such as the <br />open market and coffee/cafe will be limited to a height of 30 feet. <br />6.5 The City Planner is unclear as to the exact distance the proposed structure will be placed <br />for the west, ease, and north property lines. It appears that the building will be <br />approximately 100 feet from the west property line, 45 feet from the east property line <br />and 80 feet from the north property line. Due to the difficulties in placing a new grocery <br />store on the subject parcel, one that utilizes the parcel efficiently, the Planning Division <br />is not opposed to the location of the proposed structure. An additional review by the <br />Planning Division regarding heightened Shopping Center District requirements is below. <br />6.6 The City Code requires 5 per 1,000 feet of gross leaseable area or 255 on-site spaces. <br />The Code allows for a 15% reduction for hallways, restrooms, stairways, employee areas, <br />loading areas, and other similar areas. <br />PF08-005_RPCA_020608.doc Page 3 of 10 <br />
