C� <br />• <br />6.7 The proposed dock area is in a similar location as the existing dock and seeks an <br />unenclosed dock due to the large retaining wall/natural screened buffer to the north. <br />6.8 All structures requiring water service must disconnect from the Saint Paul water supply <br />and connect to the Roseville water supply. Such a connection can be provided via a <br />lateral extension from the existing watermain within Fernwood Avenue right-of-way and <br />must be looped through the site and connected to the existing watermain in Dunlap <br />Street. Similarly, the sanitary sewer lateral connection must be extended from the <br />Fernwood Avenue line. <br />6.9 A pedestrian connection form Larpenteur Avenue shall be provided on the site. In <br />review of the CONCEPT proposal, the DRC recommends that this connection be <br />incorporated along and within the proposed east access drive. The eastern portion of the <br />site includes a small cafe/coffee/restaurant use which could be shifted west to allow for <br />the pedestrian connection. This connection could then use the proposed large island that <br />separated the parking field form the drive lane. <br />6.10 The storm water management plan must meet and be approved by the Capitol Region <br />Watershed District and the City of Roseville. The City Engineering Division would like <br />to work with Roundy's on a possible joint storm water improvement to address capacity <br />issues in the Gottfried Pit subwatershed. <br />P�.ANNING DIVISION COMMENTS: <br />6.1 1 Section 1006.04B defines 24 hour use, which reads: Tiventy four (2�) l�our uses as <br />defined by Section 1002. 02 of this title shall be permitted uses in the S-C Shopping <br />Center District but uses within three hurrdred feet (300) of a residential district shall be <br />subject to the additional performance standards as indicated below. A signifrcant <br />change in the regular hours of operation of any existing use to twenry four (24) hours <br />located within three hundred feet (300) of a residentzal district constitutes an expansior� <br />and intensificatron of the use and shall require naodifrcation of the plan and <br />improvements to the site in complrance with the standa�°ds specifred beloiv for h��enryfour <br />(24) hour uses. (Ord. 1234, 12-I 5-1999, eff. 1-1-2000) <br />6.12 Section 1002.02 (Twenty-Four Hour Uses) states: Any comn�ercial use that is regularly <br />open for business or involves other significant, outdoor activity during any hour bet�veen <br />terr o'clock (10:00) P.M. arrd seven o'clock (7: 00) A.M.
