• • <br />• These improvements provide access from the proposed development to <br />County Road C2 and County Road C, not directly to Cleveland Avenue at <br />a future Iona Lane (as depicted in Figure 4). <br />9.14 In addition to the construction of internal roadway configuration 2, the following roadway <br />improvements are necessary to achieve acceptable ]evel of service operations: <br />a. Cleveland Avenue at County Road D <br />• Construct a northbound left-turn lane <br />Construct an eastbound left-turn lane <br />Operate intersection with north-south split-phasing <br />b. Cleveland Avenue at County Road C2 <br />• Install a traffic signal <br />c. Cleveland Avenue at I-35W Northbound Ramps <br />• Extend the existing southbound left-turn lane <br />After implementing these improvements, all intersections, with the exception of County <br />Road C/Fairview Avenue will operate at an acceptable overall LOS D or better during the <br />a.m. and p.m. peak hours with. Due to the physical constraints near the intersection of <br />County Road GFairview Avenue (railroad line immediately south, high-voltage power <br />line structures immediately south and existing developments in the northwest and <br />northeast quadrants), there are no minor improvements that can implemented to achieve <br />acceptable operations at this intersection. <br />9.15 However, the construction of internal roadway configuration 3, will address the poor ]evel <br />of service at the County Road C/ Fairview intersection under year 2016 build conditions. <br />Resulting in all key intersections operating at an acceptable LOS D or better during the <br />a.m. and p.m. peak hours. Internal roadway configuration 3, is as follows: <br />a. Build Twin Lakes Parkwav from Prior Avenue to Fairview <br />• This completes the connection of Twin Lakes Parkwav from Cleveland <br />Avenue to Fairview Avenue. <br />9.16 Finally, year 2030 build conditions were analyzed. For this analysis it was assumed that <br />development occurred on all other blocks described in the Twin Lakes A UAR Update <br />scenario C. For comparison purposes, the consultant reviewed the Ttivin Lakes A UAR <br />Update scenario C versus the proposed McGough traffic study development assumptions <br />(the comparison includes the entire Twin Lakes redevelopment area — subareas I, II and <br />III). The Twin Lakes A UAR Update scenario C has the potential to generate 4,734 trips <br />during the p.m. peak hour. Scenario C modified to contain the land use assumptions <br />presented in this traffic study will generate 5,194 trips during the p.m. peak hour (460 <br />more p.m. peak hour trips). <br />PF08-001_RPCA_GeneralConcept030508.doc Page 8 of 14 <br />
