s • <br />9.11 Under year 2011 build conditions, four out of seven key intersections will continue to <br />operate at an acceptable overall LOS D or better during the a.m. and p.m. peak hours with <br />existing traffic controls, geometric layout and internal roadway configuration 1. To <br />improve the operations at the failing intersections, the following roadway improvements <br />are recommended: <br />a. Cleveland Avenue at Countv Road C <br />• Construct a dedicated westbound right-turn lane (with turn lane storage) <br />b. County Road C at Prior Avenue <br />• Construct Prior Avenue as two lanes southbound into County Road C and <br />one lane northbound into Twin Lakes Parkway <br />• Install a traffic signal <br />c. All Si�nalized Intersections <br />• Optimize signal timing <br />Upon implementing these recommended roadway improvements, all key intersections <br />will operate at an acceptable overall LOS D or better. In addition, the roundabouts on the <br />new Twin Lakes Parkway will operate acceptably. However, motorists on the side-street <br />approach of County Road C2 at Cleveland Avenue will experience heavy delays during <br />the p.m. peak hour. <br />9.12 The next year analyzed was 2016. Multiple developments were assumed constructed <br />throughout AUAR subarea I, for precise locations and developments see Table 2 in the <br />traffic report. These additional trips were included in the year 2016 build traffic forecasts <br />and analysis. <br />9.13 Under year 2016 build conditions, all key intersections will operate at an acceptable <br />overall LOS D or better during the a.m. peak hour with the recommended year 2011 <br />roadway improvements and internal roadway configuration 1. However, only one out of <br />seven key intersections will operate acceptably during the p.m. peak hour. Minor roadway <br />improvements will not have a great enough impact to improve the operations. Therefore, <br />it is recommended that internal roadway configuration 2, described below, be constructed <br />under year 2016 build conditions. <br />2. Build Twin Lakes Parkway from Mount Ridge Road to Prior Avenue (no <br />connection to Cleveland Avenue or Fairview Avenue) <br />• This includes constructing Mount Ridge Road from Twin Lakes Parkway <br />to County Road C2 and improving Prior Avenue from Twin Lakes <br />Parkway to County Road C.
