• � <br />5.5 The professional office campus concept is not as desirable to McGough as the corporate <br />campus. However, it is an option that allows redevelopment to proceed forward should a <br />corporate campus tenant not be secured by McGough. A professional office campus will <br />also be better able to incorporate flexibility of building placement and perhaps better <br />achieve a greater mix of the Urban Design Principles. <br />6.0 LAND USE/COMPREHENSIVE PLAN: <br />6.1 The City of Roseville's Comprehensive Plan currently designates the subject area as `BP- <br />Business Park." Furthermore, the Minnesota Court of Appeals' August 10, 2006 ruling <br />concluded that the City further amended the Comprehensive Plan to reflect the Twin <br />Lakes Business Park Master Plan (attached as Exhibit A) in 2001. The Master Plan <br />specifically states: "[this] new master plan amendment of 2001 will designate the areas as <br />"BP" — Business Park." The 2001 Master Plan also includes four future land-use maps <br />("Options 2, 3 and 4" and the "Twin Lakes AUAR Future Land Use Scenario") and <br />several pages of text describing future land-use scenarios and goals. <br />6.2 Staff has concluded (with the input of the City Attorney's Office), that the underlying <br />Comprehensive Land Use Plan designation of the subject area is "BP — Business Park" in <br />a manner that is conceptually consistent with the mix of uses and stated goals that are <br />described in the maps and text of the 2001 Master Plan. <br />6.3 The uses envisioned within the Comprehensive Plan designation of "BP — Business Park" <br />include: office, office-laboratory, office-showroom-warehousing, bio-technical, <br />biomedical, high-tech software and hardware production uses with support services such <br />as limited retail, health, fitness, lodging and multifamily housing. <br />6.4 Roseville's Mixed Use Business Park land use designation is defined as ".. . u hyb��id of a <br />more typical industrial park with office park uses and a mix of service retail and housing <br />tlzat would serve as a more livable campus setting. It is defined as a geographically <br />identiftable area which contains an architecturally consistent mix of o�ce, office- <br />laboratory, office-showroom-warehousing, biotechnical, biomedical, high-tech softwaf-e <br />and hardware production uses with support services such as limited retail, health, fitness, <br />lodging and multifamily housing. The Business Park has well planned roads, utilitie.r, <br />ponding and communication systems. Parcels within a Business Park have access to <br />an internal parkway and/or external County minor arterials as well as access to the <br />Interstate Highway System. Emphasis is placed on creating a unique, safe and high- <br />quality work and play environment by installation of extraordinary, architecturally <br />distinct buildings, transit and transportation services, site planning, environmentally <br />sensitive landscaping, parks, trails and lightirtg."
